Proposed Environmental Impact Findings <br />Land Use. <br />A. Significant Effect. Increased traffic congestion near <br />land uses to the west of the Project at the Hopyard <br />Road/Owens Drive intersection and east of the Project at <br />the Owens Drive/West Las Positas Boulevard intersection. <br />a.l Finding. Traffic impacts can be mitigated by <br />measures incorporated into the Project and adopted <br />by local governmental agencies. <br />a.2 Fact. See Section III (Transportation and <br />Circulation Mitigation). <br />a.3 Finding. The No Project Alternative and the <br />Reduced Intensity Alternative, which could <br />partially mitigate the significant effect, are <br />infeasible. These alternatives are unnecessary <br />because mitigation measures incorporated into the <br />Project and available to local agencies <br />substantially lessen the effect. <br />a.4 Fact. See Section XII (infeasibility of <br />alternatives) and Section III (Transportation and <br />Circulation Mitigation). <br />B. Significant Effect. Loss of lands available for <br />agricultural use. <br />b.l Finding. The No Project Alternative, which could <br />delay or partially mitigate the significant effect, <br />is infeasible. <br />b.2 Fact. See Section XII (infeasibility of the No <br />Project Alternative). <br />C. Significant Effect. Increase in noise levels on Owens <br />Drive in the vicinity of Andrews Drive and West Las <br />Positas Boulevard, where the future Valley Memorial <br />Hospital and private apartments are planned. <br />c.l Finding. Noise impacts can be reduced to a <br />satisfactory level by measures incorporated into <br />the Project. <br />c.2 Fact. See Section V (Noise Mitigation). <br />c.3 Finding. The No Project Alternative, Mixed Use <br />Alternative and Reduced Intensity Alternative, <br />which could partially mitigate the significant <br />effect, are infeasible.
