PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION N0. 2780 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF PLEASANTON APPROVING A USE PERMIT FOR KENNETH <br />BEST AS FILED UNDER CASE UP-86-7 <br />WHEREAS, Kenneth Best has applied for a conditional use permit to <br />operate a vehicle storage facility to be located on an <br />approximately 19.2 acre site located on the south side <br />of Boulder Street approximately 275 feet east of the <br />intersection of Quarry Lane and Boulder Street; and <br />WHEREAS, zoning for the property is I-G-40,000 (General <br />Industrial) District; and <br />WHEREAS, at their duly noticed public hearing of April 9, 1986 <br />the Planning Commission considered all public testimony . <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br />WHEREAS, the Planning Commission found that the proposed location <br />of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purposes of <br />the district in which the site is located. The proposed <br />facility would fulfill a citywide need for recreational <br />vehicle storage areas while not interfering with the <br />other industrial uses of the district. The special <br />purpose of the I-G zone is to "provide locations where <br />industries that are incompatible with most other land <br />uses can operate with minimum restriction and without <br />adverse effect on other uses". The storage facility is <br />indeed incompatible with most other land uses, such as <br />office, commercial or residential, for several reasons. <br />It is by its nature a not very aesthetically pleasing <br />use which would, therefore, be a nuisance for other <br />types of land use. And, because of the potential <br />security problems, it would not be an acceptable <br />neighbor for residential, commercial or office uses. <br />But, for these same reasons, this use does not adversely <br />affect the other industrial uses in the area. The <br />Western Concrete Products facility to the east has an <br />on-site watchman facility, so would not be impacted by <br />the security problems. None of the industrial uses in <br />the area, with the exception of Valley Business Park, <br />are particularly aesthetically pleasing, so the addition <br />of this use would not degrade the area. Valley Business <br />Park is an attractive area, but it is also in a <br />different zoning district. Since it abuts the I-G zone <br />it is inevitable that a different type of development <br />will occur adjacent to it. This can be partially <br />
