The city council may adjust the <br />suballocation of units among the "major <br />project" and "first-come, first-served <br />project" categories to reflect actual or <br />projected activity among these two (2) <br />categories. Such a reallocation may be <br />made by the council at the annual re- <br />view or a periodic review of the growth <br />management program as described in <br />section 17.36.050 of this chapter. (Ord. <br />1729 § 2, 1997) <br />17.36.080 Approval Procedures: <br />The procedures which are prerequi- <br />sites for obtaining a building permit are <br />set forth in this section for each cate- <br />gory of project. <br />A. Affordable Housing Project: A <br />qualifying project developer must first <br />receive a specific allocation for the <br />number of units and years in which the <br />units shall be built from the affordable <br />housing project suballocation estab- <br />lished in subsection 17.36.070B 1 of <br />this chapter. <br />1. Availability Of Building Permits <br />To Affordable Projects: <br />a. Initial suballocation And Carry- <br />Over: The affordable housing project <br />suballocation shall be initially available <br />in the year it first appears. If not used, <br />or partially used, the unused units shall <br />be added to the following year's afford- <br />able housing suballocation, and all <br />unused units shall continue to carry <br />over to succeeding years in the event <br />they are not fully used. <br />b. Use Of Future Years' Suballoca- <br />tions: In addition to utilizing the exist- <br />ing year's suballocation (including any <br />units carried over from prior years), a <br />qualifying project developer may use <br />up to four (4) succeeding years' sub- <br />allocations as described below. <br />(1) The yearly units allowed to be <br />built in an affordable housing project, <br />when added to the units in all other <br />projects, may exceed the annual maxi- <br />mum limitation established in subsec- <br />tion 17.36.060A of this chapter, but in <br />no event may an affordable housing <br />project developer be granted an alloca- <br />tion for any year which, when added to <br />all other projects, would exceed the <br />general plan yearly limitation for build- <br />ing permits (750 units). <br />(Pleasanton April 2001) t~$$ <br />
