Noise Control: Large family day- care homes shall not create noise levels in excess of those allowed in single- family residential areas in the noise element of the general plan or in excess of those allowed in residential property by chapter 9.04 of this code. The zon- ing administrator may impose reason- able limits on the hours of operation of the large family daycare home in order to ensure that these limits are met. E. Fire Code Requirements: Large family daycare homes shall meet all regulations of the state fire marshal adopted as part of the California Ad- ministrative Code and relating specifi- cally to large family daycare homes. (Ord. 1126 § 9, 1984; Prior Code 18.124.250 Additional Procedures: The regulations concerning effective date of the use permit, review or ap- peal, lapse of use permit, suspension and revocation, new application and successors in interest shall be those contained in this chapter. Use Permits For Small Bed And Breakfasts And Bed And Breakfast Inns 18.124.260 Procedure: Applications for small bed and breakfasts and bed and breakfast inns shall be processed in accordance with article I of this chapter. In addition to the findings listed in section 18.124.070 of this chapter, the planning commission shall make the following finding before granting of a use permit for a small bed and break- fast in an R-1 district: That the pro- posed location of the small bed and breakfast will not change the residential character of the neighborhood due to an overconcentration of small bed and breakfasts or other home business es- tablishments in the area. Meal service shall be limited only to residents and overnight guests, ex- cept that in the C-C district, a restau- rant may be approved as part of the use permit for a bed and breakfast inn. C.
