These units meet the <br />city's general plan housing policies relat- <br />ed to: attaining a variety of housing types; <br />providing housing stock to lower income <br />households; including lower income hous- <br />ing units within market rate housing <br />projects; providing alternative, nontradi- <br />tional means suited to the community to <br />fill lower and moderate income housing <br />needs; and meeting the city's shaze of <br />regional housing needs. <br />The further purpose of this chapter is <br />to provide flexibility to meet the above <br />stated objectives, while taking into ac- <br />count the unusual characteristics and <br />special considerations surrounding second <br />units. (Ord. 1812 § 1, 2000) <br />18.106.020 Conditional Use Permit <br />Requirements: <br />A conditional use permit shall be re- <br />quired for every second unit. All of the <br />requirements of chapter 18.124 of this <br />title shall apply hereto, except that the <br />zoning administrator shall hold the public <br />hearing and make the required findings, <br />as provided in sections 18.124.060 and <br />18.124.070 of this title, unless the zoning <br />administrator determines in his or her sole <br />discretion to refer the matter to the plan- <br />ning commission. <br />Decisions of the zoning administrator <br />may be appealed to the planning commis- <br />sion, and decisions of the planning com- <br />mission may be appealed to the city coun- <br />cil as provided in section 18.124.090 of <br />this title. All public hearings regarding <br />second units shall be publicly noticed as <br />described in section 18.124.040 of this <br />title. (Ord. 1812 § 1, 2000) <br />18.106.030 Conflicting Regulations: <br />A. When the site development regula- <br />tions of this chapter conflict with specific <br />regulations for second units (not simply <br />regulations for general class I accessory <br />structures) in a planned unit development <br />or specific plan, the planned unit develop- <br />ment and specific plan shall control. <br />614-1 (Pleasanton April 2001) <br />
