2.34.040 <br />offices shall be one yeaz, beginning in <br />January of each yeaz. There is no limi- <br />tation on the number of annual terms <br />that a commissioner may hold these <br />positions. <br />B. The chairperson shall: <br />1. Preside at all meetings in general <br />accordance with the City Council Rules <br />and Operating Procedures; <br />2. Appoint Commission members to <br />serve on subcommittees, ad hoc com- <br />mittees, and as representatives on other <br />boards and commissions, as needed; <br />and <br />3. Call special meetings. <br />C. The vice chairperson shall preside <br />in the absence of the chairperson. <br />D. The alternate member shall vote <br />in the case of an absence or conflict of <br />interest of any regulaz member. The <br />alternate may serve as a voting member <br />of any subcommittee of the Commis- <br />sion and may be designated as the <br />Commission's representative to other <br />boards and commissions. (Ord. 1780 <br />§ 1, 1999) <br />2.34.050 Meetings: <br />A. Regular meetings shall be held on <br />the second Thursday of each month at <br />seven thirty o'clock (7:30) P.M. in the <br />Pleasanton Library community meeting <br />room. In the event the regulaz meeting <br />falls on a legal holiday, the meeting <br />shall be held on an alternate date ap- <br />proved by the Commission. <br />B. Special meetings may be called <br />by: the Commission chairperson; any <br />two (2) members of the Commission; <br />the City Council and the City Manager, <br />provided written notice is given forty <br />eight (48) hours in advance of each <br />special meeting to the following: each <br />Commission member, all local newspa- <br />pers of general circulation. Notice of <br />meetings in all other respects shall <br />comply with section 54950.5 et seq., of <br />the Government Code, known common- <br />ly as the Ralph M. Brown Act. <br />C. A majority of the regular mem- <br />bers shall constitute a quorum for pur- <br />poses of taking action; and action may <br />only occur upon approval of a majority <br />of the members present. <br />D. Persons appointed to the Library <br />Commission shall continue to serve as <br />members of the Commission except <br />when: <br />1. The member's term of office to <br />the Commission expires; <br />2. The member voluntarily resigns <br />from the Commission; <br />3. The member is absent from one- <br />third ('/3) of the regulaz meetings, as <br />provided in Section 2.32.090 of this <br />Title; or <br />4. The member fails to maintain <br />residence in the City. <br />E. Minutes of the Commission meet- <br />ings shall be filed with the City Coun- <br />cil, City Clerk, and at the Pleasanton <br />Library. (Ord. 1708 § 1, 1999) <br />2.34.060 Duties And <br />Responsibilities: <br />The duties of the Pleasanton Library <br />Commission shall be as follows: <br />A.
