2.34.040 offices shall be one yeaz, beginning in January of each yeaz. There is no limi- tation on the number of annual terms that a commissioner may hold these positions. B. The chairperson shall: 1. Preside at all meetings in general accordance with the City Council Rules and Operating Procedures; 2. Appoint Commission members to serve on subcommittees, ad hoc com- mittees, and as representatives on other boards and commissions, as needed; and 3. Call special meetings. C. The vice chairperson shall preside in the absence of the chairperson. D. The alternate member shall vote in the case of an absence or conflict of interest of any regulaz member. The alternate may serve as a voting member of any subcommittee of the Commis- sion and may be designated as the Commission's representative to other boards and commissions. (Ord. 1780 § 1, 1999) 2.34.050 Meetings: A. Regular meetings shall be held on the second Thursday of each month at seven thirty o'clock (7:30) P.M. in the Pleasanton Library community meeting room. In the event the regulaz meeting falls on a legal holiday, the meeting shall be held on an alternate date ap- proved by the Commission. B. Special meetings may be called by: the Commission chairperson; any two (2) members of the Commission; the City Council and the City Manager, provided written notice is given forty eight (48) hours in advance of each special meeting to the following: each Commission member, all local newspa- pers of general circulation. Notice of meetings in all other respects shall comply with section 54950.5 et seq., of the Government Code, known common- ly as the Ralph M. Brown Act. C. A majority of the regular mem- bers shall constitute a quorum for pur- poses of taking action; and action may only occur upon approval of a majority of the members present. D. Persons appointed to the Library Commission shall continue to serve as members of the Commission except when: 1. The member's term of office to the Commission expires; 2. The member voluntarily resigns from the Commission; 3. The member is absent from one- third ('/3) of the regulaz meetings, as provided in Section 2.32.090 of this Title; or 4. The member fails to maintain residence in the City. E. Minutes of the Commission meet- ings shall be filed with the City Coun- cil, City Clerk, and at the Pleasanton Library.
