2.38.010 <br />Chapter 2.38 B. (Ord. 1768 § 2, <br />1999; Ord. 1674 § 1, 1996) <br />2.38.020 Membership; Compensa- <br />tion: <br />A. The Commission shall be comprised <br />of seven (7) regulaz members and one <br />alternate, all of whom shall be residents <br />of the City. Five (5) regulaz members and <br />the alternate shall be at-lazge members <br />and shall be appointed as described in <br />Section 2.38.030 of this Chapter; one <br />regular member shall be a liaison member <br />from the Human Services Commission <br />and one regulaz member shall be a liaison <br />member from the Planning Commission. <br />2.38.030 Appointment: <br />As to the at-lazge members, the initial <br />appointments to the Commission shall be <br />the existing at-lazge members of the <br />Housing Authority Commission. As their <br />terms expire (as established by City <br />Council resolution concerning term limits <br />for commissioners), the Mayor shall <br />appoint at-lazge members (including the <br />alternate) as provided in the adopted City <br />Council resolution establishing procedures <br />for appointments to boazds and commis- <br />sions; provided, however, that no more <br />than two (2) at-lazge members may reside <br />in affordable housing projects. For pur- <br />poses of this Section, an affordable hous- <br />ing project is any project that is either <br />owned by the City, is subject to a ground <br />lease with the City, is part of the City's <br />second mortgage home loan or homeown- <br />ers assistance programs, or receives finan- <br />cial assistance from the City. (Ord. 1674 <br />§ 1, 1996) <br />2.38.040 Alternate Member: <br />The alternate member shall vote in the <br />case of an absence or conflict of interest <br />of any regulaz member. The alternate <br />member may serve as a voting member <br />on any subcommittee of the Commission <br />and may be designated as the <br />Commission's representative to other <br />boazds and commissions.
