(Ord. 1768 § 2, 1999; Ord. 1674 § 1, 1996) 2.38.020 Membership; Compensa- tion: A. The Commission shall be comprised of seven (7) regulaz members and one alternate, all of whom shall be residents of the City. Five (5) regulaz members and the alternate shall be at-lazge members and shall be appointed as described in Section 2.38.030 of this Chapter; one regular member shall be a liaison member from the Human Services Commission and one regulaz member shall be a liaison member from the Planning Commission. 2.38.030 Appointment: As to the at-lazge members, the initial appointments to the Commission shall be the existing at-lazge members of the Housing Authority Commission. As their terms expire (as established by City Council resolution concerning term limits for commissioners), the Mayor shall appoint at-lazge members (including the alternate) as provided in the adopted City Council resolution establishing procedures for appointments to boazds and commis- sions; provided, however, that no more than two (2) at-lazge members may reside in affordable housing projects. For pur- poses of this Section, an affordable hous- ing project is any project that is either owned by the City, is subject to a ground lease with the City, is part of the City's second mortgage home loan or homeown- ers assistance programs, or receives finan- cial assistance from the City. (Ord. 1674 § 1, 1996) 2.38.040 Alternate Member: The alternate member shall vote in the case of an absence or conflict of interest of any regulaz member. The alternate member may serve as a voting member on any subcommittee of the Commission and may be designated as the Commission's representative to other boazds and commissions.
