6.24.020 techniques, and which provides a diplo- ma or certificate of graduation upon successful completion of such course of study or course work recognized by national- professional massage or body therapy organizations. If said school or institution of learning is not located in the State of California, it shall comply with standards commensurate with those required in California Education Code section 94311 and shall obtain approval under any similar State ap- proval program, if such exists. Any school or institution of learning offer- ing or allowing correspondence course credit not requiring actual attendance at class, or a course of massage not ap- proved by the California Department of Education shall not be deemed a "rec- ognized school of massage". (Ord. 1727 § 2, 1997) 6.24.030 Permit Requirement: A. Massage Establishment Permit: Except as otherwise provided in Section 6.24.040 and subsection 6.24.220B of this Chapter, it shall be unlawful for any person to engage in, conduct or carry on, or permit to be engaged in, conducted or carried on, in or upon any premises within the City, the operation of a massage establishment without first having obtained a massage establish- ment permit issued by the Police Chief pursuant to this Chapter. A separate permit shall be obtained for each sepa- rate massage establishment. B. Massage Technician Permit: Except as otherwise provided in Section 6.24.040 and subsection 6.24.220B of this Chapter, it shall be unlawful for any person to engage in, conduct or carry on the function of a massage technician without first having obtained a massage technician permit issued by the Police Chief pursuant to this Chap- ter. C. Provisional Permit: The Police Chief may issue a provisional permit to any applicant, for a period not to ex- ceed six (6) months, if the applicant requires experience in the massage profession for the purpose of eligibility for a certification examination as pro- vided in subsection 6.24.OSOA of this Chapter or for educational requirements for a recognized school of massage, and the applicant shows proof of satisfacto- ry completion of at least three hundred (300) hours of a nonrepetitive curricu- lum in anatomy, physiology, hygiene, sanitation, and massage theory, history, ethics, and practice from a recognized school of massage. D. Additional Permits: Permits re- quired under this Chapter shall be in addition to any other license, permit, or requirement required under Federal, State, or City law or regulation. A permit issued under this Chapter does not authorize the permittee to practice massage until the permittee has com- plied with all business license require- ments, zoning/planning requirements, and all other applicable Federal, State, and City laws or regulations.
