2.36.060 The treasurer shall invest funds as directed; keep regular books of ac- counts showing receipts and expendi- tures and shall render to the Housing Authority, at each regular meeting (or more often when requested), an account of the transactions and also of the fi- nancial condition of the Housing Au- thority; be bonded for the faithful per- formance of duties as the Board may determine. D. Other Personnel: The Executive Director may employ such personnel deemed necessary to exercise the pow- ers, duties and actions as prescribed by the Housing Authority Law of Califor- nia and all other laws of the State ap- plicable thereto. The process for selec- tion and compensation ranges of such personnel shall be determined by the Housing Commission. Meetings shall comply in all respects with section 54950 et seq., of the Government Code, commonly known as the Ralph M. Brown Act. B. Regular meetings of the Housing Authority Commission shall be held at least annually with time, place and date set by resolution of the Housing Au- thority Commission. C. The chair and any three (3) mem- bers of the Housing Authority Commis- sion may call a special meeting, provid- ed that the only business transacted shall be limited to items and subjects set forth in the notice of special meet- ing. Written notice shall be given forty eight (48) hours in advance of the spe- cial meetings to the following: each commissioner, local newspapers of general circulation, and anyone who has filed a written request for notice. D. All meetings shall be conducted in accordance with Robert's Rules of Order Revised. E. All resolutions shall be in writing. F. Four (4) members present shall constitute a quorum for the transaction of business at any meeting of the Hous- ing Authority Commission. Action may be taken upon a majority of the quo- rum. G. The Housing Authority Commis- sion, with majority approval, may rec- ommend that the Board of Directors adopt and/or amend the bylaws.
