2.36.060 <br />The treasurer shall invest funds as <br />directed; keep regular books of ac- <br />counts showing receipts and expendi- <br />tures and shall render to the Housing <br />Authority, at each regular meeting (or <br />more often when requested), an account <br />of the transactions and also of the fi- <br />nancial condition of the Housing Au- <br />thority; be bonded for the faithful per- <br />formance of duties as the Board may <br />determine. <br />D. Other Personnel: The Executive <br />Director may employ such personnel <br />deemed necessary to exercise the pow- <br />ers, duties and actions as prescribed by <br />the Housing Authority Law of Califor- <br />nia and all other laws of the State ap- <br />plicable thereto. The process for selec- <br />tion and compensation ranges of such <br />personnel shall be determined by the <br />Housing Commission. Meetings shall comply in all <br />respects with section 54950 et seq., of <br />the Government Code, commonly <br />known as the Ralph M. Brown Act. <br />B. Regular meetings of the Housing <br />Authority Commission shall be held at <br />least annually with time, place and date <br />set by resolution of the Housing Au- <br />thority Commission. <br />C. The chair and any three (3) mem- <br />bers of the Housing Authority Commis- <br />sion may call a special meeting, provid- <br />ed that the only business transacted <br />shall be limited to items and subjects <br />set forth in the notice of special meet- <br />ing. Written notice shall be given forty <br />eight (48) hours in advance of the spe- <br />cial meetings to the following: each <br />commissioner, local newspapers of <br />general circulation, and anyone who has <br />filed a written request for notice. <br />D. All meetings shall be conducted <br />in accordance with Robert's Rules of <br />Order Revised. <br />E. All resolutions shall be in writing. <br />F. Four (4) members present shall <br />constitute a quorum for the transaction <br />of business at any meeting of the Hous- <br />ing Authority Commission. Action may <br />be taken upon a majority of the quo- <br />rum. <br />G. The Housing Authority Commis- <br />sion, with majority approval, may rec- <br />ommend that the Board of Directors <br />adopt and/or amend the bylaws.
