2.36.020 1. Approval of the annual budget for Kottinger Place; 2. Acquisition of real property; 3. Issuance of long-term debt or bonds; 4. Appointment of the executive di- rector, legal counsel and any employees of the Authority; 5. Initiation or defense of legal ac- tion; 6. Any other action of the Housing Authority Commission which is ap- pealed in accordance with Section 2.36.035 of this Chapter. Establishment: There shall be a Housing Authority Commission of the Housing Authority of the City consist- ing of seven (7) members to be called the Housing Authority Commission. Five (5) at-large members shall be the at-large members of the Affordable Housing Commission and two (2) mem- bers shall be residents of projects oper- ated by the Housing Authority, one of whom shall be sixty two (62) years of age or older. B. Manner Of Appointment: The initial appointments to the Housing Authority Commission shall be those persons serving on the Housing Com- mission as that Commission existed on the effective date hereof. Thereafter, members to the Housing Authority Commission shall be appointed as provided in the adopted City Council resolution establishing procedures for appointments to City boards and com- missions. C. Qualifications: 1. All members must be Pleasanton residents. 2. Two (2) members shall be resi- dents of projects operated by the Hous- ing Authority, one of whom shall be sixty two (62) years of age or older. When qualified applicants are available, the two (2) members shall be from different projects. D. Terms: The members shall serve their terms consistent with the City Counsel resolution concerning term limits for Commission members; pro- vided, however, that the project resi- dent member(s) shall serve no more than two (2) 2-year terms. Except for the actions specifically reserved to the Board of Directors in subsection 2.36.020E of this Chapter, the Housing Authority Commission shall be empowered to take any action as required by Federal or State law to carry on the business of the Housing Authority.
