2.36.020 <br />1. Approval of the annual budget for <br />Kottinger Place; <br />2. Acquisition of real property; <br />3. Issuance of long-term debt or <br />bonds; <br />4. Appointment of the executive di- <br />rector, legal counsel and any employees <br />of the Authority; <br />5. Initiation or defense of legal ac- <br />tion; <br />6. Any other action of the Housing <br />Authority Commission which is ap- <br />pealed in accordance with Section <br />2.36.035 of this Chapter. (Ord. 1674 <br />§ 3, 1996; Ord. 1619 § 1, 1994; Ord. <br />1298 § 1, 1987; Ord. 1217 § 1, 1985; <br />Prior Code § 1-3.33.08) <br />2.36.030 Housing Authority <br />Commission: <br />A. Establishment: There shall be a <br />Housing Authority Commission of the <br />Housing Authority of the City consist- <br />ing of seven (7) members to be called <br />the Housing Authority Commission. <br />Five (5) at-large members shall be the <br />at-large members of the Affordable <br />Housing Commission and two (2) mem- <br />bers shall be residents of projects oper- <br />ated by the Housing Authority, one of <br />whom shall be sixty two (62) years of <br />age or older. <br />B. Manner Of Appointment: The <br />initial appointments to the Housing <br />Authority Commission shall be those <br />persons serving on the Housing Com- <br />mission as that Commission existed on <br />the effective date hereof. Thereafter, <br />members to the Housing Authority <br />Commission shall be appointed as <br />provided in the adopted City Council <br />resolution establishing procedures for <br />appointments to City boards and com- <br />missions. <br />C. Qualifications: <br />1. All members must be Pleasanton <br />residents. <br />2. Two (2) members shall be resi- <br />dents of projects operated by the Hous- <br />ing Authority, one of whom shall be <br />sixty two (62) years of age or older. <br />When qualified applicants are available, <br />the two (2) members shall be from <br />different projects. <br />D. Terms: The members shall serve <br />their terms consistent with the City <br />Counsel resolution concerning term <br />limits for Commission members; pro- <br />vided, however, that the project resi- <br />dent member(s) shall serve no more <br />than two (2) 2-year terms. Except for the actions specifically <br />reserved to the Board of Directors in <br />subsection 2.36.020E of this Chapter, <br />the Housing Authority Commission <br />shall be empowered to take any action <br />as required by Federal or State law to <br />carry on the business of the Housing <br />Authority. <br />B. All powers in this Section shall <br />pertain to future housing projects gov- <br />erned by the Housing Authority, pro- <br />vided the Board of Directors and/or <br />(Pleasanton 5-98) 34-2 <br />
