PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />b. PDR-537/PCUP-169, Presbyterian Church <br />Application for design review approval and for a conditional use permit for a <br />stressed membrane (Sprung) structure located at 3410–3440 Ironwood Court. <br />Zoning for the property is PUD-P&I and Mixed P&I (Planned Unit Development <br /> <br />– Public & Institutional and Mixed Public & Institutional) District. <br /> <br />Ms. Decker summarized the staff report and described the scope, layout, and background <br />of this application. She noted that the phasing plan had recently been revised. She <br />displayed the originally approved site plan and described the recent modifications. She <br />then displayed the modified phasing plan and described the proposed location for the <br />Sprung structure. She noted that the proposal was to erect the Sprung structure whereby <br />Building C and Building D would be constructed first, after which the permanent <br />structure, Building B, would be built. The Church proposed a limit of ten years to allow <br />it adequate time for fundraising to construct the complete first phase. At that time, or <br />after 10 years, Building B would replace the Sprung structure. The final buildout of <br />Phase III shows Building C connected with the vertical portion of the structure, which <br />would complete the site. Ms. Decker noted that representatives of Ponderosa Homes had <br />indicated that the original PUD required street tree planting along Busch Road and Valley <br />Avenue, which had been done. They were concerned about the location of additional <br />street trees or perimeter plantings as required by the conditions. Ponderosa Homes noted <br />that it would like the screening and the trees to be actually planted before occupancy. <br />Staff had conditioned the project to add landscape screening along the southwest <br />perimeter. Conditions Nos. 15-17 identified that a landscaping plan must be submitted <br />and reviewed by the Planning Director prior to building permit issuance. A condition <br />was included that addressed the additional screening on-site to be 24-inch box to provide <br />healthier specimens along the streetscapes on Valley Avenue and Busch Road, which <br />would further enhance the screening of this structure. Ms. Decker noted that the original <br />PUD required the buildings to meet the Green Building Ordinance although the size was <br />less than what the ordinance required. She noted that many of the materials used in the <br />structure were recycled.
