PCUP-155/PDR-513, Trinity Lutheran Church <br /> Work Session to review and receive comment on an application for a condition <br />use permit and for design review approval for the expansion of the existing <br />Trinity Lutheran Church as follows: (1) replacement of the existing temporary <br />modular buildings with the construction of an approximately 8,110-square-foot <br />one-story education building to the east of the existing church facility; <br />(2) construction of an approximately 3,108-square-foot multipurpose room <br />addition to be attached to the south of the existing church facility, fronting <br />Hopyard Road; (3) expansion of the existing parking lot; and (4) on-site <br />landscaping removal and replanting. The Trinity Lutheran Church is located at <br />1225 Hopyard Road and is zoned R-1-6,500 (Single-Family Residential) District. <br /> <br />Commissioner Pearce recused herself from this item. <br /> <br />Acting Chairperson Fox disclosed that her son has attended this preschool for three years, <br />but would not be attending by the time this project is completed. <br /> <br />Ms. Decker summarized the staff report and clarified, under Item 3, that this was not an <br />expansion of the facility or the current approved uses under the existing use permit. The <br />scope of the project was to replace the temporary buildings with a permanent structure <br />and add on a small amount to the other structure; the parking area would be reconfigured <br />to provide a maximum amount of current on-site parking. There was sensitivity to <br />parking in this particular neighborhood, which was a main reason for expanding the <br />on-site parking. Staff requested the Commission’s direction on the following items: <br /> <br />1Was the location of the education building appropriate? <br />. <br /> Some neighborhood feedback had indicated the neighbors would like it to be <br />located in a different area. <br /> <br /> <br />2.Should the western parking lot at Golden Road be expanded to alleviate <br />street parking during congregation? <br /> The configuration on the plan expanded the parking lot to provide parking on both <br />sides of the facility in order to avoid heavier traffic on one side or the other. <br /> <br /> <br />3.Should the parking lots be connected? <br /> The existing site plan has some pavement that connects with bollards, restricting <br />passage through it. At that time, there was consideration of a desire to have it <br />connected. The Planning Department has talked with the Public Works <br />Department with respect to a policy with the uses of the church; if the two parking <br />lots were to be connected, it would create a cut-through from one parking area <br />through the other to Del Valle Parkway, which staff opposed. <br /> <br /> <br />4.Is the architecture of the proposed development compatible and <br />complementary to the existing facility? <br /> Staff believes the architecture is compatible with the existing facility and had <br /> <br />given some feedback in terms of other minor issues. <br />PLANNING COMMISSION MINUTES September 13, 2006 Page 18 of 23 <br /> <br /> <br />
