Commissioner O’Connor agreed with the comments regarding planning integrity and <br />noted that none of the documents addressed open space in perpetuity. They did talk <br />about a landscape area to buffer the facility from the neighborhood. He believed the <br />intent was that the site remained landscaped. It did not seem to him that the integrity of <br />the original planning of this project was being followed if the same fight would be fought <br />again 35 years later. He did not support this project. <br /> <br />Commissioner Pearce agreed with the other Commissioners’ comments and believed the <br />history of this project should be respected. She believed the April 5, 1971 document was <br />critical where the site was rezoned after the parcel was added. At that time, the Planning <br />Director stated that the 1.63 acres would result in “considerably more open space and <br />superior landscaping, which would provide for far more desirable development.” At that <br />time, they approved the 129 beds, and while they did not say “in perpetuity” with respect <br />to open space, she was not sure any of them would ever say that phrase. While she <br />respected the work done by Generations Healthcare, she needed a more compelling <br />reason to rezone than what was presented. <br /> <br />Acting Chairperson Fox believed the senior citizens deserved a quality of life in that <br />facility and had seen the green area used. She had also seen people wheeled out in the <br />back parking lot, which she believed was unfortunate. She believed the senior citizens <br />should not be walled in and should be treated as other members of the community, with <br />green space to look at.
