,.., Roberts property. Staff included a condition requiring that five valley oak trees be <br />moved to accommodate the Roberts' concern that they would eventually grow to block <br />views of Mt. Diablo from the winery building. <br />Staff believes the tentative map is in substantial conformance with the PUD plan and <br />addresses the PUD conditions and deferred items, as conditioned. Staff recommended <br />approval of this vesting tentative map as detailed in Exhibit B of the staff report and as <br />amended by the memo to the Planning Commission. <br />In response to an inquiry by Commissioner Fox regarding staff's opinion of the <br />azchitectural styles' conformance with the Vineyard Avenue Specific Plan design <br />guidelines with respect to dazker, earth tone colors, Mr. Otto replied that the guidelines <br />had originally allowed lighter colored buildings. Staff asked the applicant to change the <br />descriptions of the azchitecture to include the requirements for medium-to-dazk earth tone <br />colors consistent with the Specific Plan. He added the pictures were examples and not <br />approved designs. <br />THE PUBLIC HEARING WAS OPENED. <br />Greg Reznick, applicant, thanked staff for their assistance during this process. He was <br />pleased with the conditions as presented. <br />Mary Roberts, 1666 Frog Hill Lane, noted that she did approve of the position of the <br />r'` EVA as shown on the tentative map even though it had not been staked. She expressed <br />concern about the trees in the forest of blue oak, which is the first blue oak forest to be <br />found coming inland from the coast. She noted that buckeyes were well-adapted to this <br />climate because they lose their leaves in the summer when there is less water. She <br />displayed a photo of a buckeye tree without leaves, which she did not believe was very <br />attractive. She added that buckeyes were highly toxic and that bees that pollinate these <br />trees die from the experience; however, their springtime flowers were very pretty. She <br />requested that the native tree requirement be made more flexible, perhaps including live <br />oaks. She concurred with Commissioner Fox's comments regazding the design <br />guidelines; she did not believe the styles related to the specific site or the trees. She <br />would like to see more oaks, and possibly some sycamores, to be included on the site. <br />She noted that they must receive sufficient water and be protected from deer. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Blank moved to find that there are no new or changed circumstances <br />which require additional CEQA review of the project; to make the Tentative Map <br />findings regarding the acceptability/suitability of the project as described; and to <br />approve Case PTR-7815, Vesting Tentative Map 7815, subject to the conditions of <br />approval as list on Exhibit B of the staff report, as recommended by staff, with the <br />modifications referenced in the staff memo and the addition of a new <br />Condition No. 13.g., regarding the substitution of the buckeye trees with another <br />,r-.. native species subject to Planning Director approval. <br />PLANNING COMMISSION MINUTES August 23, 2006 Page 5 of 17 <br />
