r-, In response to an inquiry by Chairperson Arkin, Chief William Cody noted that <br />emergency vehicle access (EVA) roads aze alternate routes and not fore primary response <br />use. <br />Ms. Stem noted that the document also addressed appropriate setbacks from earthquake <br />faults which aze generally 50 feet. The Planning Commission indicated an interest in a <br />larger setback over and above 50 feet, and that the Town of Portola Valley required a <br />100-foot setback in the case of a concealed or inferred faultline. Staff requested <br />Commission input in order to advance this element to the City Council. <br />In response to an inquiry by Commissioner Blank regarding a program at the local <br />businesses to discourage false 911 calls, Sgt. Darrin Davis replied that false 911 calls <br />were sometimes mistaken 411 calls; however, there were also prank 911 calls. He noted <br />that the dispatchers were trained to recognize mistaken calls. He would be glad to <br />recommend Commissioner Blank's comments to the crime prevention unit. <br />Commissioner Blank would like to include that item in the General Plan to educate <br />businesses about 911 calls. <br />In response to an inquiry by Chairperson Arkin whether 911 calls from cell phones could <br />be routed locally rather than to the California Highway Patrol (CHP), Sgt. Davis replied <br />that a11911 calls aze routed to the Vallejo California Highway Patrol (CHP). <br />'~ Commissioner Blank noted that the CHP was trying to take the 911 calls out of its call <br />centers and route them to the city 911 operators. He noted that this program has not been <br />embraced because of funding issues. <br />Commissioner Fox supported a 72-hour emergency kit for City households and inquired <br />whether that should be included in the General Plan. Chief Cody did not believe it <br />belonged in the General Ptan but added that it was part of the educational process for <br />emergency situations. The Fire Department recommends seven days' worth of supplies, <br />following the lessons Teamed from Hurricane Katrina. <br />Commissioner Blank preferred that this kind of disaster prepazedness be included in the <br />CERT and the LEAP programs, which needed more levels of detail regarding community <br />outreach. He noted that on page 26 of the Fire Mitigation questions, the word "all" was <br />struck from "Required installation of all ...," thus, weakening the language. He would <br />like to see language that would encourage the installation of sprinklers in all new <br />constmction, even if it is not required. He would like to add a line encouraging the use of <br />sprinklers in all new construction for life safety. <br />Ms. Stern did not see a problem with using "encourage" in the language, but noted that a <br />more detailed discussion with City Council would be necessary if sprinklers aze to be <br />required. <br /> <br />PLANNING COMMISSION MINUTES June 28, 2006 Page 15 of 26 <br />
