He emphasized that no amount of <br />money can replace a heritage tree, and every tree that is removed must be replaced. <br />Ms. Stern replied that this issue should be addressed in the ordinance and that the <br />ordinance should be clear about preserving trees with no net loss of trees resulting from <br />development. <br />Commissioner O'Connor commented that no amount of small replanted trees could <br />replace heritage trees that aze removed; it would take very long before they grow into <br />heritage trees. He stated that the goal should be to not take the trees out. <br />Commissioner Blank emphasized that the goal of the General Plan with regazd to <br />preserving trees so there is no net loss of trees in any development should not be <br />contradictory to the ordinance. <br />Ms. Harryman suggested that staff review the ordinance to determine if a conflict exists; <br />if there is no conflict, the language could certainly be added to the General Plan, and if <br />there is a conflict or if the ordinance is vague, it could be brought before the Commission <br />for review. <br />Chairperson Arkin stated that he would like to add a policy to not have reverse osmosis, <br />the process of basically filtering water and returning it into the groundwater system to be <br />used later as drinking water. He noted that reverse osmosis was heavily debated at the <br />2002 election and that he would not want to have that issue back for future discussion. <br />Paee VIII-39 <br />Commissioner Fox requested a minor rewording of Policy 8.2 as follows: "Design <br />develegr~etit~natural open space areas adjacent to sand and gravel harvesting azeas and <br />Zone 7 water retention lakes...to include a protective buffer zone, similar to that on the <br />east side of Martin Avenue, particulazly north of Busch Road °°a °'°~°'"° ~'°°°wa~° <br />that are open to the public for recreation purposes." <br />Ms. Harryman informed the Commission that, in reference to a conversation she recently <br />had with Commissioner Fox regazding the buffer zone on Martin Avenue, negotiations <br />aze taking place with Zone 7 so it does not fence off the azea and that a license agreement <br />would be brought before the Council for that purpose. She noted that although this is not <br />regulatory in nature as Zone 7 owns the property, the City would like to have this policy <br />in place. <br />Ms. Stern clarified that the "Sand and Gravel" section refers to those azeas that are active <br />sand and gravel quarries rather than those that have transitioned out of sand and gravel <br />into recreational uses. Commissioner Fox noted that Martin Avenue is no longer active <br />and that Lake I is currently being utilized for groundwater retention. <br />/"` <br />PLANNING COMMISSION MINUTES, May 24, 2006 Page 8 of 34 <br />
