She <br />noted that the original road plan prior to the construction of the School District road was <br />to combine their two driveways to get across the road, if possible, onto Vineyard Avenue; <br />however, the plan after the Lin property is developed is to have the Roberts' road go <br />straight across the Lin development and then out to Vineyard Avenue. <br />In response to Chairperson Arkin's inquiry regazding the distance between the proposed <br />EVA and the Roberts' property line, Ms. Roberts replied that it was approximately five <br />feet. She reiterated that she wanted to ensure that not too many trees aze removed as the <br />trees were planted to screen their house. She indicated that she believed that their road is <br />nazrow but that it was fine and did not find any reason why the road design should not be <br />approved. <br />THE PUBLIC HEARING WAS CLOSED. <br />In response to Commissioner Blank's inquiry regazding whether a plan existed to replace <br />the trees being removed from the property, Mr. Iserson replied that there is a condition <br />for a tree replacement plan that would require the applicant to plant six trees for every <br />tree removed. He stated that the final tree replacement plan indicating the exact planting <br />location, the species, the sizes, and other details will come back to the Commission for <br />review at the Tentative Map stage. <br />Commissioner Blank expressed concerned, based on the photosimulations, regazding the <br />~' visibility of the houses on Lots 1 and 2 and the insufficient screening provided by the <br />trees on the other five lots after five yeazs. He inquired if a tree replacement plan would <br />come with the individual houses when they aze reviewed by the Commission. <br />Chairperson Arkin commented that there were many houses on Vineyazd Avenue that <br />were not completely screened. He also inquired if the tree-planting plan to soften the <br />view would come with the architectural review for each lot. <br />Mr. Iserson replied that the PUD condition requires the tree replacement plan to come <br />back with the Tentative Map. He indicated that when the lot owners come for the review <br />and approval of the siting and design of their custom homes, they will be required to <br />plant a certain number of trees to provide the maximum amount of screening and visual <br />mitigation. He advised that the tree replacement plan for the water tank will be approved <br />by staff. <br />Commissioner Blank complimented the applicant for his hard work with the neighbors <br />and with staff. <br />Commissioner O'Connor inquired if the tree replacement plan would come back to the <br />Commission with the PUD or with the design review for each lot. Mr. Iserson replied <br />that the plan would come back both with the Tentative Tract Map, which legally creates <br />the lots, and with the design review of the individual lots.
