In response to Commissioner Blank's suggestion that staff ensure the new language is <br />consistent with the existing ordinance, Ms. Harryman replied that staff would treat this <br />ordinance in the same manner as the tree ordinance. <br />Commissioner Fox requested that the following be added to Program 12.4: "Encourage <br />developers to provide open space buffers in azeas where there aze conflicting land uses." <br />After the Commissioners completed their comments and recommendations, <br />Commissioner Blank complimented Ms. Stern and the staff for putting together an <br />outstanding piece of work with great quality for a first draft. Ms. Stern noted that <br />Ms. Maxwell worked hard on putting the document together. <br />Chairperson Arkin concurred and indicated that the Element would now proceed to the <br />City Council. <br />Commissioner Fox indicated that she would like to see the Element come back to the <br />Commission, even as a Consent Calendaz item. Ms. Harryman suggested that staff make <br />the proposed changes and electronically distribute the final draft to the Commissioners <br />for their review, and should any of the Commissioners have any issues, the document <br />could be brought back to the Commission as a Consent Calendaz item. <br />Item 6.b.. PUD-54, Threehand. LP/Reznick Prooertv, and Item 6.c., PDR-520/PCUP-162, <br />Citv of Pleasanton, were considered together. <br /> <br />b. PUD-54, Threehand, LP/Reznick Property <br />Application for Planned Unit Development (PUD) development plan approval to <br />subdivide an approximately 20-acre site into eight-lots, consisting of seven single- <br />family lots for custom homes and one lot for a City water tank. The property is <br />located at 5 Windy Oaks Drive (formerly 1680 Vineyard Avenue) in the Vineyazd <br />Avenue Corridor Specific Plan Area and is zoned PUD-HR/OS (Planned Unit <br />Development -Hillside Residential/Open Space) District. <br />c. PDR-520/PCUP-162, City of Pleasanton <br />Application for: (1) design review approval for a City water tank to be <br />constructed on a portion of a 20-acre site located at 5 Windy Oaks Drive <br />(formerly 1680 Vineyazd Avenue) in the Vineyard Avenue Corridor Specific Plan <br />Area; and (2) conditional use permit approval to allow the temporazy stockpiling <br />of approximately 7,000 cubic yards of excess soil from the City water tank project <br />on the upper portions of 5 Windy Oaks Drive. Zoning for the property is <br />PUD-HR/OS (Planned Unit Development -Hillside ResidentiaUOpen Space) <br />District. <br />Mr. Iserson advised that since the presentation on the City water tank had already been <br />done at the last Commission meeting, his presentation would focus on the Reznick PUD. <br />He then proceeded to describe the proposal, a PUD development plan for seven <br />single-family custom lots and one pazcel for a City water tank to be located within the <br />PLANNING COMMISSION MINUTES, May 24, 2006 Page 10 of 34 <br />
