From a business standpoint, Commissioner Blank stated <br />that he was uneasy that the reserve fund was not codified more specifically. <br />Paees 14 - 15 <br />Commissioner Roberts liked the language "Enhance the efficiency of the City's service <br />delivery and permitting process." <br />Paees 16 - 17 <br />Commissioner Roberts noted that Program 8.3's "Work proactively with the League of <br />California Cities to monitor legislation..." was taken up by Ms. Nerland during her <br />tenure. She suggested that Ms. Hatryman notify the Commission when the legislature is <br />enacting legislation that would compel the City to pay more, relinquish local power, or <br />implement major redesigns. <br />Paees 18 - 19 <br />Chairperson Arkin inquired whether the Ponderosa project would qualify for Policy 13.9 <br />regazding lazge housing projects. He would like more quantitative details regazding this <br />policy. Ms. Stern believed that 25 units may qualify moving forward because 100-unit <br />PUDs were probably not in the City's future. <br />Paee 20 <br />Commissioner Roberts expressed concern about Program 14.4 regarding PERS, which <br />read, "...except as otherwise determined by the City Council." She believed it should <br />read, "future increases above the normal rate" because the City Council can amend the <br />General Plan at any time. Ms. Ott believed the intention was to provide some flexibility <br />in reacting quickly to a change in circumstances. The intention was to provide a <br />circumstance to deal with any exceptions in a public environment. <br />THE PUBLIC HEARING WAS OPENED. <br />Sean LeMoine, 4574 River Rock Hill Road, noted that he was surprised to find out how <br />much of the City's revenue comes from property taxes. He believed the City should <br />encourage new building, particularly in updating the General Plan and the zoning <br />changes on the west side of Foothill Road. He noted that 33 homes were proposed to be <br />cut. He noted that over 30 yeazs, the loss of these homes would result in a loss of <br />$4 million by Alameda County, $5.5 million by the City of Pleasanton, and $5.3 million <br />by Pleasanton schools. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Arkin felt that the Element could be forwazded to the City Council. <br />Commissioner Blank moved to forward the Draft Economic and Fiscal Element to <br />the City Council with the Commissioners' comments and suggestions. <br />Commissioner Roberts seconded the motion. <br />I~ <br />PLANNING COMMISSION MINUTES Mazch 29, 2006 Page 11 of 25 <br />
