He has heard customers saying they had no place to pazk and that they had <br />gone elsewhere; he was very concerned about how the school would manage the parking. <br />Mr. Skinner noted that parking was their primary issue in their current location and that they <br />had an addendum in their lease that the landlord reserves the right to put in allocated pazking <br />spaces for the students. They planned to have 6,500 squaze feet of the clinic floor devoted to <br />classes, and there would be approximately 125 students. They also planned to use the floor <br />azea for expanded classrooms, study azeas, and offices. <br />In response to an inquiry by Commissioner Maas regarding whether it was appropriate for a <br />landlord to label pazking spaces, Ms. Decker replied that staff was unaware of that part of <br />their agreement. Typically, the City does not support g spaces in a parking lot. Staff had <br />evaluated the pazking as being sufficient, and if there were a problem in the future, the issue <br />of parking could be revisited as part of the conditional use permit. <br />In response to an inquiry by Commissioner Maas regazding the sale of products in a trade <br />school, Ms. Decker replied that the conditional use permit is for a trade school; retail is a <br />permitted use. <br />Commissioner Maas believed that while competition was a part of American business life, an <br />ancillary sale of products should have a percentage defined for this use. <br />Mr. Sasso noted that his lease stated that he had 100 squaze feet of boutique space and added <br />~ that the school should be able to sell small quantities of the products they use. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Blank suggested that the applicant retain signed acknowledgements from the <br />students regazding the parking preferences. <br />Ms. Decker noted that Condition No. 5 attempted to address that issue and that the applicant <br />was supportive of providing a flyer to educate the students regazding parking in the back. <br />Commissioner Blank moved to make the required conditional use findings as listed in <br />the staff report and to approve Case PCUP-153, subject to the conditions of approval <br />listed in Exhibit B, as recommended by staff, with the modification of Condition No. 5 <br />that the students sign and acknowledge the fact that they will park in such a way to <br />have the least impact on other retail operations in the facility. <br />Commissioner Maas seconded the motion. <br />~' <br />PLANNING COMMISSION MINUTES March 8, 2006 Page 9 of 22 <br />
