conditional use findings as listed in the staff report and approve PCUP-153, subject to the <br />conditions listed in Exhibit B. <br />In response to an inquiry by Commissioner Fox regarding whether this school would have <br />customers for the students and whether the parking included potential customers, Ms. Decker <br />replied that the parking would be adequate for both uses. <br />In response to an inquiry by Commissioner Blank regarding whether the site would be <br />subject to inspection by any health-oriented City staff, Ms. Decker stated that State licenses <br />were required for operators and suggested that the applicant provide more information. <br />There would be no inspections from the City. <br />THE PUBLIC HEARING WAS OPENED. <br />Jason Skinner, applicant, noted that his mother, Ms. Sharon Skinner, has owned and operated <br />a similar school in Paso Robles for ten years; she had started with ten students. She <br />accredited the school through the Department of Education and noted that school had been <br />subject to inspection by the Fire Department to ensure it met all of the Fire Safety <br />requirements. <br />Ms. Skinner noted that the cun•ent recertification of the school entailed a site visit and <br />reaccredidation required inspection of the equipment. She noted that the agencies were very <br />open to the students communicating with them directly; the State Board of Barbering and <br />f^ Cosmetology. <br />Commissioner Maas believed the closest school was in Concord. <br />Mr. Skinner noted that there were schools in Dublin, Fremont, Concord, and Oakland; <br />however, the Dublin school was not accredited. He noted that the survey they conducted was <br />very favorable towards an accredited school in Pleasanton. <br />In response to an inquiry by Commissioner Fox regarding retail sales, Ms. Skinner replied <br />that they did have a clinic floor where customers are able to receive services from the <br />students. She added that was a very important part of the students' practical education. She <br />noted that they were required to post that "All work was done by supervised students." <br />Commissioner Maas noted that parking had been a concern but that staff was confident of the <br />capacity. <br />Christopher Sasso, owner of Billy's Beauty Supply, noted that his store was located in the <br />same complex. He was concerned about parking and how the school would control the <br />parking. He noted that most businesses were in-and-out businesses and that the applicant had <br />a 3500-square-foot storage facility. He inquired whether the school would conduct retail <br />operations as its website had mentioned the sale of product. He did not want to see backdoor <br />product being sold at that facility and noted that his store was focused on product sale and <br />was located only two doors away from the school.
