for building atwo-story house. She asked the Commission to consider how it would relate to <br />the trail. She acknowledged that off-hauling would be very expensive but did not see any <br />alternative. She suggested talking with Mr. Brozosky. She noted that an azchitect that was <br />skilled in working with the environment could design a house without a flat pad. She did not <br />object to the water tank. She noted that when building in a rural area on a private road, the <br />front and the back of the house make no difference, and to have a setback from the road did <br />not make any sense. She noted that the existing two-story house was actually a partial <br />two-story house; she added that it was difficult to see because the exterior was weathered <br />cedaz. <br />With respect to the proposed road alignment being acceptable, Commissioner Maas noted <br />that she relied on Mr. Jost's description of the steepness of the road. She recalled that it <br />would be twice the steepness of Montevino Drive. <br />Mr. Jost advised that a very limited amount of the road had a 20-percent grade and matched <br />the grade of the. existing road going to Mr. Reznick's property. He added that it vazied from <br />10 percent to 20 percent. <br />In response to an inquiry by Commissioner Maas regazding the safety of that road, Mr. Jost <br />noted that it was not a sheer 20-percent grade and had both flat azeas and steep areas. <br />Chairperson Arkin noted that it was difficult to get a sense of the site without a PUD. <br />~^ In response to an inquiry by Commissioner Fox regarding whether it would become a public <br />road because of the water tank access, Mr. Jost confirmed that the intent was to keep the road <br />as private. The City would have an easement to access the tank. <br />Ms. Decker requested the Commission's feedback regarding any over-azching issue or <br />problem with the re-alignment from where the Specific Plan showed it to the proposed <br />location, which would create an intersection at the Neal School roundabout. <br />Chairperson Arkin believed this created a better alignment with the roads azound the school <br />Ms. Decker noted that staff was supportive of this realignment because it would reduce and <br />minimize the impacts of crossings with respect to its use as a trail. <br />In response to an inquiry by Commissioner Fox regazding emergency vehicle access, <br />Ms. Decker confirmed that the Fire Department was comfortable with both the width and the <br />grades of the road. Two turnouts were shown on the alignment, and only one would be <br />necessary. <br />Commissioner Blank did not want it to be interpreted that the Commission did not object to <br />two-story houses being placed anywhere on the site.
