Paee VI-19:
~.
Commissioner Blank noted that the language "major improvements at the Pleasanton
Unified School District's Upper Field, Kottinger Park, and Fairlands Park;" should
include some language about improving the sports pazk.
Mr. Wolfe noted that this paragraph referred to improvements that have already been
made.
Commissioner Blank noted that the drainage systems for the fields could be fixed so a
rainshower did not continually close the fields.
Chairperson Arkin suggested the following language, "Identify availability standazds and
track them and publish them so the fields' availability may be identified." He suggested
that annual updates be performed and that the data be used to improve services and
maintenance.
Commissioner Blank believed the phrase "improved maintenance program" should be
included.
Chairperson Arkin believed there should be no more homes in Happy Valley without a
neighborhood park and added that there was nothing in that azea.
` Mr. Wolfe noted that there had been plans for afive-acre neighborhood pazk in the azea
and that staff had been unable to find five contiguous acres located in the City, not the
County. The Council decided that for the time being, Bernal Park would serve as the de
facto neighborhood pazk for the Happy Valley area.
Chairperson Arkin would like that item to be reconsidered and did not want to give up on
a neighborhood pazk.
Paee VI-20
Commissioner Roberts referred to the 17-acre community pazk on Staples Ranch, noting
that was part of the old General Plan and should be reworded.
Commissioner Fox suggested that the specific acreage not be referenced and that any
planned amenities not be included at this point.
Ms. Stern noted that having some notion of the size of the pazk would aid an analysis of
the future park standard with respect to the population.
In response to a request by Commissioner Roberts that the word "approximately" be used
in referring to the acreage, Ms. Stern noted that could be used as a placeholder.

PLANNING COMMISSION MINUTES February 22, 2006 Page 10 of 21
