In response to an inquiry by Chairperson Arkin, Ms. Decker confirmed this would be the <br />last time this item would be seen by the Planning Commission. The City Council <br />requested that the Planning Commission review and consider the project and forward the <br />Commission's comments to the Council. This item is anticipated to go to the Council in <br />March. <br />Chairperson Arkin noted that he was generally excited about the project and expressed <br />concern about the quality of documentation before the Commission. He noted that the <br />Commission normally saw material boards and more detailed visuals. <br />Ms. Decker noted that the project was similaz to the Delucchi restroom project, which <br />had also been reviewed by the City Council prior to being heard before the Planning <br />Commission. She noted that the project has been ongoing since 2003, and the process <br />developed included coming before the City Council for discussions related to the budget. <br />Council has indicated support of this project and directed staff to bring it before the <br />Planning Commission for review and comment. <br />Commissioner Blank suggested that the Commission's comments include the fact that it <br />felt the presentation materials were insufficient to make a real analysis. Council could <br />then request visual analyses, site plans, and other visuals. <br />Commissioner Fox suggested that the Commission suggest that the plan be peer reviewed <br />!r` by Larry Cannon. <br />Mr. Roush noted that those comments could be added and that this was a work in <br />progress. <br />Ms. Decker introduced the primary coordinator of the project, Mr. Andy Jorgensen, the <br />City's Civic Arts Manager, and Mr. Ed Nolan of the consultant group ELS Architecture <br />and Urban Design of Berkeley, who proceeded to describe an overview of the proposed <br />project's scope, program elements, and azchitecture. <br />Mr. Noland summarized the background of this project and displayed the project details <br />and layout. He noted that the Fire Department's representative on the Task Force <br />expressed a strong interest in finding a way to display historic firehouse artifacts <br />throughout the project; he noted that two display cases would be used for that purpose. <br />He added that nooks and crannies throughout the project would also be used for those <br />displays. He displayed the elevations from each point of view. He noted that a canopy <br />would be located at the front entrance so people could stay out of inclement weather <br />while waiting to buy tickets. He noted that all of the classroom windows would have a <br />northern exposure. <br />In response to an inquiry by Chairperson Arkin regazding the availability of final working <br />drawings for this project, Mr. Noland replied that they would be available by <br />~ September 2006.
