~ and their contract with the City stated that the design development and construction <br />document phases would be combined to streamline the process. <br />In response to an inquiry by Commissioner Roberts regazding the materials on top of the <br />theater, Mr. Noland replied that the actual materials for the theater would be concrete <br />block for acoustical and structural reasons. He added that a skim coat of plaster would be <br />added over the concrete. The lines shown on the plan would either be reveals or metal <br />extrusions. <br />In response to an inquiry by Chairperson Arkin regazding whether the bathrooms could <br />be opened for lazge Downtown events without opening up the entire theater, <br />Mr. Jorgensen replied that they were awaze of the demand for restrooms during public <br />events. Staffing of the building is planned in anticipation of lazge public Downtown <br />events to provide supervision of the building during that time. Depending upon the <br />gallery hours, the hours of operation of the theater maybe extended beyond the normal <br />operating hours of the theater. He noted that effort would be made to have staff members <br />present, particularly because of the number of children's events that would be planned. <br />In response to an inquiry by Chairperson Arkin regarding whether any family restrooms <br />would be planned, Mr. Noland replied that the women's and men's restrooms would be <br />located on the ground floor. He added that two family restrooms would be located on the <br />upper floor. <br />~ In response to an inquiry by Commissioner Peazce regazding whether the restrooms <br />would include changing tables, Mr. Noland replied that they would have fold-down <br />changing tables and be provided with a handtowel dispenser in close proximity. <br />In response to an inquiry by Chairperson Arkin regarding whether this building was <br />required to be LEED certified, Ms. Decker confirmed that the green building ordinance <br />did require any building of 20,000 square feet or a civic building to be certified and that it <br />was anticipated that this building will meet the green building requirements. She noted <br />that it was not shown in the conditions because it was already part of the Code and a <br />requirement for construction. In addition, staff will be working with the azchitect to <br />ensure compliance. <br />Chairperson Arkin noted that this project did not have many conditions of approval. <br />Ms. Decker advised that typically, civic structures and City projects would be presented <br />with fewer conditions and that the City does not typically impose conditions because the <br />requirements are set forth in existing building codes and local ordinances. <br />In response to an inquiry by Chairperson Arkin regarding whether the residents of First <br />Street had attended the meetings or voiced concerns about noise and hours, <br />Mr. Jorgensen replied that they did not specifically invite the neighbors to attend the Task <br />Force meetings. He noted that the mission of the Task Force was to provide <br />cross-sectional community representation.
