The project was noticed to within a 1,000-foot radius of the <br />project site, and staff did not receive comments from anyone. Staff recommended <br />approval of this item. <br />In response to an inquiry by Commissioner Blank regarding whether the issue of window <br />signs could be addressed, Ms. Decker replied that it could. She provided photographs <br />that had been taken that day which depicted excessive signage on the patio windows. She <br />acknowledged the prior concerns that the Planning Commission had expressed related to <br />signage on the McDonald's windows. Ms. Decker noted that the original conditions of <br />approval stated that signage was allowed on the building and was approved per the <br />development plan. The use of window signage was not approved and could be addressed <br />by an additional condition that window signage shall be restricted and removed prior to <br />the issuance of a building permit. <br />THE PUBLIC HEARING WAS OPENED. <br />Malcolm Carruthers, project azchitect, RHL Design, noted that he had worked closely <br />with staff and believed staff's suggestion of continuing the metal roof all the way around <br />improved the design's appearance. signage would be handled by a signage company <br />under a sepazate submittal should there be any decision to change it. He noted that a <br />toned-down Colonial Red was a departure from the corporate image and would fit better <br />into the community. <br />~' <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Blank supported staff's efforts in controlling the signage on this site <br />In response to an inquiring by Commissioner Peazce regazding the colors of the <br />McDonald's, the applicant indicated that the colors on the documentation received by the <br />Commissioners were representative of the colors that would be applied to the <br />McDonald's building. <br />In response to an inquiry by Chairperson Arkin regazding the regulation for signage on <br />this site, Ms. Decker replied that window coverage is limited to 25 percent of the window <br />area. In this case, the same interpretation could be made for the windows azound the <br />seating area, limiting signage to 25 percent of the area. A condition could amend the <br />signage that would be required to be effected prior to issuance of a building permit. Staff <br />believed the window coverage was noncompliant at this point. <br />Commissioner Blank moved to approve PDR-493, subject to the conditions of <br />approval as listed on Exhibit B of the staff report, as recommended by staff, with <br />the addition of a condition of approval that all window signage be restricted to <br />25 percent of the window area. <br />Chairperson Fox seconded the motion. <br />PLANNING COMMISSION MINUTES January 25, 2006 Page 3 of 19 <br />
