three-and-a-half yeazs; the nursery site may not be available for development for as long <br />as eight yeazs. The property to the south is the most important to be applicant so he could <br />provide an area for his children to build homes close to his own. He noted that with <br />respect to the open space, Mr. Hatsushi presently uses the whole southern end of the <br />property to graze a few head of cattle; that activity would cease once development on the <br />property begins. He would like to keep the open space as part of his parcel. <br />Mr. Hughes noted that approximately 25 families came to the two neighborhood <br />meetings held and believed that most of them were satisfied with what they saw. He <br />added that they displayed photo montages and elevations. He noted that the neighbor <br />across the street had expressed concern about the height and whether it would interfere <br />with his view. He spoke with that neighbor, and they agreed that the four lots at the <br />southern end of the property would be single-story homes. He believed the community <br />was generally pleased with their attempts to reach out to them and to listen to their <br />concerns. He noted that Claza Lane is a fairly narrow street and that it currently ended <br />abruptly; it overlooks their pazcels. He noted that would need to be filled in before a road <br />could be built. <br />In response to an inquiry by Commissioner Roberts regarding the fence, Mr. Hughes <br />confirmed that the applicant would install a wrought iron fence to replace the current, <br />unattractive fence. <br />In response to an inquiry by Commissioner Roberts regarding whether the driveway to <br />the right of the nursery could be used as an emergency vehicle access (EVA), <br />~~ Mr. Hughes replied that the City's grading-plan called for it to be removed. He added <br />that it would run right through the property and did not believe that would be possible. <br />He noted that as part of Phase I, all of that would be removed. He believed the most <br />appropriate access for the construction vehicles would be on the EVA. <br />John Peterson, 857 Montevino Drive, pointed out a small angled piece of the site, stating <br />that he was under the impression that it was owned by the City and believed that it would <br />be turned into a park. He noted that several neighbors had planted trees and that the City <br />hired workers to spray the trees, which he noted were killing the trees. He expressed <br />concern that the curve at the top of the hill created a dangerous situation for neighbors <br />pulling out of their driveways. He suggested that the owners use their driveway rather <br />than the public road. <br />Chris Beratlis, 10 Beratlis Place, noted that he was an adjacent landowner and added that <br />he was in favor of the project. He expressed concern about the neighborhood issues, <br />which he believed were being addressed. He would like to see the lazge eucalyptus trees <br />at the back of the property removed; they were contiguous to his property and added that <br />the diseased trees occasionally shed branches onto his property. He requested that his <br />fences be replaced; Mr. Hatsushi's cattle use his fences as a rubbing post and have <br />destroyed his fences. <br />(~ <br />PLANNING COMMISSION MINUTES January 11, 2006 Page 5 of 19 <br />
