volume concerns will be the completion of the Happy Valley Bypass Road and the <br />closure of the temporary access that is currently in operation. (The Happy Valley Blue <br />Ribbon Committee selected the preferred ultimate alignment of the bypass road and <br />plans are moving forward on the design, although no timeline has been established for <br />construction). <br />At the direction of City Council, staff held a Traffic Calming Kickoff meeting with the <br />Happy Valley residents in the Fall of 2006. This meeting was held to provide staff the <br />opportunity to listen to the concerns of the residents, describe the traffic calming <br />program and form a Steering Committee to guide the development of the traffic calming <br />plan. <br />At this kickoff meeting, staff also presented speed and volume data from Sycamore <br />Road, Alisal Street and Happy Valley Road, which was collected both before and after <br />the golf course was opened. The data collected showed that Sycamore Road and Alisal <br />Street have critical speeds around 36 -39 mph, which is considerably higher than the 32 <br />mph speeds commonly recorded on Pleasanton neighborhood streets. <br />The Police Department conducted several zero tolerance enforcement efforts both <br />before and after this initial traffic calming meeting, and while there was an initial speed <br />reduction, the speed is still above the expected speed of 32 mph. Given the high <br />speeds, the residents requested a Traffic Calming Plan be developed that would install <br />low cost solutions to the speeding vehicles. <br />DISCUSSION <br />At the Kickoff Traffic Calming Meeting, staff invited the residents from the neighborhood <br />to share their traffic concerns and assist with the development of solutions. From this <br />meeting, several areas were identified that were in need of improvement. The main <br />concern from the residents was the increase in travel speed on the roadway. A steering <br />committee was formed from the residents at this kickoff meeting with a representative <br />from each of the main roadways. The committee consisted of: <br />Al Schorno — Alisal Street <br />Tom Smith — Happy Valley Road <br />Kevin Close — Sycamore Road. <br />A Steering Committee meeting was held in January of 2007. Numerous devices and <br />approaches were discussed to try to find a solution to the speed increase including turn <br />restrictions, stop signs, radar speed signs and speed lumps. <br />The Steering Committee felt that the best approach was to move forward with a plan <br />that included a combination of speed lumps and radar speed signs. The committee <br />developed a plan that consisted of 4 speed lumps and 2 radar speed signs on <br />Sycamore Road and 3 speed lumps on Alisal Street. No traffic calming devices were <br />recommended for Happy Valley Road at this time. The committee wanted to minimize <br />the number of devices installed in the neighborhood and developed a plan that would <br />Page 3of6 <br />
