Part of the budget includes adoption of a Capital Improvement
Program (CIP), that represents the financial plan for meeting capital projects over the next four (4) years.
He further advised that the City conducts an extensive three (3) step CIP preparation process: 1)
establishes City Council priorities as part of the Annual Work Plan; 2) extensive staff review of
infrastructure needs, Council priorities, funding opportunities for specific projects, and public requests
made throughout the year; 3) requests City commissions review the Annual Work Plan and identify
highest priority CIP projects, and provide an opportunity for public comment on these projects.
Mr. Bocian requested that the Commission review the CIP projects listed on Attachment A of the staff
report, and identify the highest priority project(s). Mr. Wolfe provided information regarding project
requests that have been received by the Commission throughout the year, which included median projects
at Foothill Road, Stoneridge Drive, West Las Positas, Dublin Canyon Road, Santa Rita Road/Black
Avenue, and median landscaping near St. Elizabeth Seton Church.
Vice-Chairperson Kummer opened the meeting for public comment at 7:20 p.m.
Leonard Cooper, 6923 Lassen Street -commented on the number of complaints that have been made
regarding the lack of sufficient tennis courts in the City, especially at Tennis and Community Park. He
advised that after reviewing the site, he believed that three (3) additional courts could easily be added to
this site. This would bring the number closer to the original master plan for the park. Mr. Cooper
requested that the Commission consider his request and add it to the CIP list.
Steve Morsilli, 420 San Die og Place -advised that as the coach of the Pleasanton Seahawks Swim Team,
he was requesting that Phase II of the Aquatic Complex project be added back to the CIP list. Mr.
Morsilli provided background information about the Seahawks, and the number of meets held at the
Aquatic Center that have been beneficial to the City.
Mr. Wolfe reminded the Commission that it had reassigned funds previously set aside for this project to
help with the funding shortfall for the Alviso Adobe project. Vice-Chairperson Kummer requested
additional details regarding the Phase II expansion for the Aquatic Center, and was advised by Mr. Wolfe
that it included additional parking areas, a facility building, and wading pool.
Parks & Recreation Commission Minutes
April 12, 2007
Page 2
