$60 to $80 per ton, and are typically at a 5% to 10% premium over conventional asphalt. All other streets will receive a conventional asphalt concrete. Based on previous similar projects, we are requesting a 15% contingency amount of $266,600. Typical pavement change order work relates to isolated soil conditions that require its removal and replacement. Unsuitable soils are not known until such time as the pavement is removed during local base repair and the soil condition is exposed in the field, requiring either remedial treatment or removal. Therefore, it is requested that an additional 5% over the usual 10% contingency amount be authorized for this project. DISCUSSION Bids Sealed bids for this project were opened on June 26, 2007. There were five bids received, ranging from the low bid amount of $1,777,687 to $1,998,736, as compared to the engineer's estimate of $1,999,987 for the project. (See attached Bid Summary.) The low bid of $1,777,687 was received from DeSilva Gates Construction of Dublin, California. Past work performed by DeSilva Gates Construction was verified to be satisfactory. Therefore, staff recommends award of the construction contract to the lowest responsible bidder, DeSilva Gates Construction.
