BACKGROUND <br />The subject project was authorized by the City Council as part of the 2007-08 Capital <br />Improvement Program, with an approved budget of $2,250,000. This funding includes <br />Gas Tax, General Fund, and Measure B monies. In addition to this funding, there is <br />money remaining in last year's Annual Resurfacing Project (CIP 065003) in the amount <br />of $436,152, including $367,000 programmed for reimbursement by Federal Grant <br />monies specifically tied to the resurfacing of several streets included in this current <br />project. This award of grant funds (CMATIP} was obtained through the filing of a grant <br />application that was authorized by City Council on March 7, 2006. Staff will submit the <br />final invoice to CMA for reimbursement upon project completion and execution of a <br />CMATIP funds Transfer Agreement with the CMA, which is anticipated to be executed <br />in the fall of 2007. Staff recommends the entire balance from CIP 065003, including <br />the scheduled grant money, be transferred to this project. <br />Also on the City Council agenda for July 17, 2007, is a report related to the Annual <br />Replacement of Curb and Gutters (CIP 065009) requesting approval to transfer <br />$65,000 from this project, Annual Resurfacing (CIP 075003), into the Curb and Gutter <br />project due to the discovery of adverse street conditions on Division Street. This construction method involves grinding the edges of the <br />existing pavement, and placing a new surface course of 1.75" or 2" thickness of asphalt <br />concrete on top of the existing pavement. Black Avenue, Division Street and Saint <br />Mary Street will require a full width milling and profiling due to their existing high crown <br />condition. This method will be used in lieu of a standard wedge cut at the edge of the <br />gutter pan which will be applied on other streets. Stoneridge Drive and Valley Avenue <br />will receive a layer of Open Graded asphalt concrete, as it will provide for noise <br />reduction on these major streets.
