BACKGROUND <br />Pleasanton's portion of the Alamo Canal Trail terminates just south of the I-580 freeway. <br />Staff from the cities of Pleasanton and Dublin, and EPRPD, have been in discussions <br />for several years about the importance of eliminating this critical trail cap. Extending the <br />trail under I-580 would create a link in Dublin, near its City Hall and Library complex. <br />On June 15, 2004, the City Council approved $100,000 in initial funding for the Alamo <br />Canal Trail connection, CIP Project 047020. In addition to closing the trail gap, the <br />project would provide a recreational, non-motorized transportation path between the two <br />cities, as well as alternate access to the Iron Horse Trail in Dublin. <br />Initial work on the project began in 2005, when T. Y. Lin International was hired by <br />EBRPD to conduct a feasibility study of the project. A draft study was completed and <br />reviewed by agency representatives at various stakeholder meetings, as well as <br />community members on August 23, 2006. The final feasibility study was completed and <br />presented to the City Council on November 7, 2006. The study was also presented to <br />the governing bodies of EBRPD and the City of Dublin. <br />The feasibility study phase of the project was funded by a $50,000 grant from the <br />Alameda County Transportation Improvement Authority (ACTIA), and $22,366 in <br />matching funds from both Pleasanton and Dublin. <br />DISCUSSION <br />The next phase of the project is the preparation of construction documents, preliminary <br />cost estimates and any required federal/state permits. This process is expected to take <br />approximately 18 months, and ultimately produce the necessary documents for actual <br />construction. As part of this phase, the sponsoring agencies (Pleasanton, Dublin and <br />EBRPD) would also work to determine which entity should accept responsibility for <br />managing the construction phase, and eventual trail operation/maintenance. It should <br />be noted that the project site is under the ownership of Caltrans. <br />EBRPD has again agreed to serve as lead agency for the design phase. The project <br />has also been awarded a $235,000 grant from ACTIA. As part of the Cooperative <br />Funding Agreement (Attached), Pleasanton and Dublin would each agree to provide <br />$47,500 of the necessary funding match, with EBRPD providing $5,000.
