Application to the County Board of Supervisors for a quarry permit by Pacific <br />Cement & Aggregates, a Division of Lone Star Cement Corporation, et al, and <br />California Rock and Gravel Comoanv <br />Mr. Castro explained to the Commissioners the permit that had been applied for. <br />The land in question is the south side of Stanley Boulevard lying between PCA <br />and Cal Rock. Mr. Castro demonstrated this area on a map for the Commissioners' <br />benefit. <br />The County is asking for a rehabilitation plan. Both companies are providing an <br />80 ft. setback to provide for the final widening of Stanley Boulevard. <br />Commissioner Antonini asked if anything was said about the dirt piled up on both <br />aides of Stanley Boulevard. Pleasanton is in no position to require any conditioning <br />on these berme, but perhaps this application could be also subjected to the recommen- <br />dations of both the Cities of Pleasanton and Livermore. <br />Chairman Plato feels that the City of Pleasanton should be concerned with this item, <br />since in 1984, the County plane to bdld a four-lane highway between Pleasanton and <br />Livermore. Apparently the widening will begin this year east of Isabel to Livermore. <br />The Commission felt it was necessary to adopt a resolution for the conditioning <br />they would like to see incorporated in this application, and upon motion of Commissioner <br />Carrigan, seconded by Commissioner Gibbs, and carried, the following resolution wan <br />unanimously adopted. <br />RESOLUTION N0. 875 <br />WNEREAS, the referral from the Alameda County Planning Commission <br />regarding the application fora sand and gravel permit <br />for Pacific Cement 6 Aggregates and Cal Rock, at the <br />southerly aide of Pleasanton-Livermore Road, approximately <br />three miles east of Pleasanton off Stanley Boulevard, <br />has been reviewed by this Commission, <br />NOW, TNEREFORE, BE IT RESOLVED, that the Planning Commission of the City of <br />Pleasanton, after review and study of said application <br />would recommend that the County attach certain condi- <br />tions to the application ae follows: <br />1. That the minimum standards as noted in our Zoning <br />Ordinance #520, Article 9, Section 9.104.Sa, be applied <br />to this application. <br />2. As a further condition of approval, the Planning <br />Commission would recommend that the 80 ft. setback <br />which to our understanding is to encompass the future <br />widening of Stanley Boulevard, be entirely landscaped <br />at this time. The Commission further expressed a <br />desire that some condition be made at this time to <br />provide a minimum 50 ft. landscaped buffer at such <br />time as Stanley Boulevard is improved west of Isabel <br />to the City of Pleasanton. We make this finding known <br />since the period of this permit as noted on the appli- <br />cation ie for 25 years. <br />3. As a further condition of approval, the Planning <br />Commission of the City of Pleasanton would request that <br />the landscaping berm, as previously made a condition on <br />the Cal Rock property, not be made a condition for this <br />permit. ltie reasons for the Commission's action is that <br />we are of the opinion that if this type of buffer along <br />Stanley Boulevard is to continue on other quarry <br />properties, a tunneling effect will occur. It is the <br />Commission's desire that the landscaped area remain flat <br />and that some adequate landscaped screening be established. <br />- 7 - <br />
