he knew of any objections by the residents to the proposed development. Mr. Orloff <br />stated that Mr, Hilliker had held meetings of the residents and that he knew of no <br />objections. Mr. Hilliker pointed out that all had been informed of this meeting. <br />After further discussion the Commissioners decided that no public hearing need be <br />held, and that fencing of the swimming pool should be left to the discretion of the <br />builder. As the Planning Commission found that all conditions of Section 2,21 of <br />the Interim Zoning Ordinance No. 276 had been met, it was moved by Commissioner <br />Wharton, seconded by Commissioner Wetherby and passed unanimously that RESOLUTION <br />#8 be adopted, granting the Conditional Zoning Permit to Dublin Realty Co, upon the <br />following conditions; 1) That a six foot fence of a woven wire type be erected <br />along the Arroyo Del Valle creek blink; 2) That the entire area be landscaped; 3) <br />Lhal all units withu7 2001 of Division Street be only one story high; 4) That one <br />covered garage area per unit be supplied and that additional adequare off street <br />parking area be provided at the ratio of one extra space for each three units; 5) <br />That all construction, paving, drainage, sidewalks, etc, meet the standards aixl spec- <br />ifications of the City Engineer; 6) That development be according to the plans, <br />dated August 9, 1957, entitled "Proposed Garden :lpartmerts, Pleasanton, California" <br />as submitted by the applicant with his petition for a Conditional Zoning i'ermit. <br />The Variance request of M.G.C. Co. was presez,ted by Mr, Cotton, representing that <br />firm. He stated the application for variance was due to an error in the layout of <br />the house, located on Lot 3 Block 6 of Tract 1752, The garage enroaches on the set <br />back area a distance of three feet, hence creating a setback distance of sevc:ateen <br />feet rather than the 20 feet as required by ordinance. After some discussion, dur- <br />ing which ?tr. ?Iasonheimer pointed out to Mr. Cotton that some effort should be made <br />to control these setback variations prior to the building, rather than afterwards, <br />the Commission on motion of Commissioner Trowbridge, seconded by Commissioner Hani- <br />fen, adopted unanimously RESOLUTION f/9 recommending to the City Council the granting <br />of the Variance request. <br />The application of Robertson ~ Robertson for a Conditional Zoning Pen~ut to develop <br />a mobile home trailer park on Bernal Avenue was considered. A letter was read from <br />the partners stating their desire for a:mexation and that their contract with the <br />City of San Francisco is contingent upon the issuance of the permit by the City of <br />Pleasanton. The letter asserted that they would apply for annexation upon receiving <br />said permit. A discussion followed on the desirability of annexis~ the e:rtire 14 <br />acres outside the City Limits immediately, a procedure the Commissioners felt should <br />be made ~ condition for granting the zoning permit, In view of the fact that public <br />hearings had previously been held on a similiar application, subsequently withdrawn, <br />and no serious public opposition had been voiced, it was decided tl~tit no further <br />hearings were necessary, The Commission found that all conditions of Section 2,22 <br />of the Interim Zoning Ordinance No. 276 had been fulfilled, and Commissioner Sr'ether- <br />by moved and Commissioner Wharton seconded, the adoption of 33SOLUTION #10, granting <br />the Conditional Zoning permit subject to the following conditions: 1) That the <br />approval of the zoning permit be ratified by the City Council and if there were any <br />changes, same would be returned to the Planning Commission; 2) That the entire area <br />outside the City Limits be annexed immediately; 3) That all standards as set forth <br />in the proposed Mobile Home Yark Ordinance, as submitted by Harold :7i se & Associates, <br />as amended and introduced by the Council be observed; 4} All construction, paving, <br />drainage, etc. meet the standards and specifications of the City Engineer; 5) That <br />suEh annual license fees as may be set by the City Council shall be collectable from <br />the operator; 6) That site plans, as shown on drawing entitled "Plot flan for Mob- <br />ile Home Park", dated August 13th be conformed to. <br />The application of Mrs. Vallarino, 248 Vineyard, was studied, however due to the <br />absence of Mrs. Vallarino or any representative to explain her proposed building, <br />further consideration was postposed until the next meeting of August 29th. <br />The planning consultant presented suggested general land use districts for the Com- <br />mission s consideration. He stated that such zones would be used only as a guide <br />for evaluating application for Conditional Zoning Permits under the Interim Zoning <br />Ordinance, Mr, Rugg explained the "cluster* plan for the central business district, <br />pointing out that this type of development was best iu view of the fact that it had <br />its start in existing structures, The suggested areas for Central Commercial Thor <br />oughfare Commercial and Industrial districts were pointed out.
