Commissioner Hanifen expressed the opinion that the entire
block on the westerly side of Railroad Avenue, from Division Street to Neal
Street, should be rezoned as a C-T District. He further stated that several
gears ago, Mr. Thiessen had appeared before the Commission with a request
that the same property be zoned residential. His request was denied, and
Mr. Thiessen was informed that upon adoption of the Zoning Ordinance, said
property would be classified as commercial. In view of the above, Commissioner
Hanifen did not feel that Mr. Thiessen should be charged the fee accompanying
his present application. Attorney Struthers advised that the Commission could,
upon their motion, suggest that Mr. Thiessen withdraw his application until
such time as the entire block is being considered for rezoning. Secretary
Fales stated it, was his opinion that the application should be acted upon in
order to utilize the material presented, and that the other properties on the
block be considered for rezoning at a later date. On motion of Commissioner
Allison, seconded by Chairman Mitchell, and approved by all Commissioners
present, the date of April 20, 1961, at 8:00 p. m. was set for a Public Hearing
upon Mr. Thiessen's Request for Rezoning. Commmission did not authorize a
refund of Mr. Thiessen's application fee; however, Chairman Mitchell recom-
mended that a policy be established at an early date on future procedures
for similar situations.
Secretary Fales reported that, since the last meeting, he had made
presentations before the Chamber of Commerce and the Lions Club relative to
the consideration of an Expanded Master Plan. Mrs. Jack Bullock, of 781
Kolln Street, inquired as to the intended boundaries of the Expanded Master
Plan and also the Commission's intentions in modifying the goals.
