MINUTES <br />oY <br />THE MEETING <br />oY <br />THE PLANNING COMMISSION <br />Pleasanton, CaliYornia <br />May 17, 1962 <br />The regularly scheduled meeting oY the P~annin Coaunissioa was called to order at <br />8:00 P.M. on Thursday, May 17, 1962, by Vice-Chairman Philip Tendon. <br />ROTS, CALL showed the fo]lowialg: <br />Present: Vice-Chairman Landon <br />Commissioners Antonini <br /> Lozano <br />Secretary Fales <br />Absent: Ex-OYYicio Llsna <br />Kamp <br />King <br />Ex-OYficio Member Hokin arrived at 8:05 P.M., and Commissioner Rega <br />arrived at 8:30 P.M. <br />Oa motion oY Commissioner Antonini, seconded by Commissioner Lozano, the minutes <br />oY the meeting of May 3 were approved as preaeated and unanimously adopted by <br />those present. <br />Members oY the Commission having made a tour oY the Pine Hill Area inffiediately <br />prior to the meeting, Vice-Chairman Landon introduced this item on the agenda by <br />stating that Bevi.lacqua Homes had reYiled Yor Tract 2217, the execution oY the <br />Subdivision Agreement is to take place May 22, 1962, and the developers then will <br />be obligated to make all improvements and dedicate halt of the street (Street "X"- <br />Tract 2217) discussed at the Last meeting, to the City. A map of the Pine Hill <br />Area was on display Por viewing at the meeting. Present in the audience and com- <br />menting during the discussion were A1Yred E. Avilla, Chris Beratlis, sad two <br />property owners on Pine Hill Iane: Theodore Sloaek and Manning Tarr. It wsa <br />stated a removable post could be placed at some point on Piae H311 Lsne so that <br />it could still be passable by Yire trucks or in an emergency, but not be open Yor <br />general use. Secretary Fales said the development of Tract 2217 makes is possible <br />to serve ell of the lots under consideration Prom the south except the one Alfred <br />Avi11a 3s interested in and the one next to it. Mr. Avilla would have to provide <br />a 20-foot street in a 30-Moot right oY way to his lot. Mr. Avi11a stated he would <br />like to build hie house over a Your-year period. Attorney Struthers wsa asked iY <br />the Commission could require a performance bond in this case, and replied that <br />street and street improvements are related to land, so they become reasonable <br />conditions, and a performance bond protects e City money wise. However, the <br />price of a bond Prom a bonding company would 5~ per year Yor Your years. The <br />question was brought up oY the possibility oY subdivision oY the middle lots as <br />Minor Subdivisions; what policy should the City maintain regarding the size oY <br />utilities; and what date should be set by which said utilities must be installed. <br />Secretary Fales stated a definite date should be established by which these lots <br />must actually be subdivided as a Minor Subdivision. After considerable discusaloa <br />oY water and sewer lines required, City Engineer Sypher stated the City should <br />not accept less than a 6-inch sewer line in the right oY way. Chris Beratlis <br />stated that as Yar as his client is concerned, they have run out oY time on this <br />option. Vice-Chairman Tendon asked Secretary Fales to draw up s•set oY atipuls- <br />tions Yor the Avilla lot, and take into consideration the policy Yor future <br />development oY other lots that might Yroat on the same street, also look into the <br />improvement and dedication of Street "X", Bevilacqua Tract, and satinets what it <br />.mould take to bring the area up to standards. <br />The next item on the agenda was Off-Street Parking Requirements: Central Business <br />IYls~rict. Secretary Fales stated that John Wipfli oY the Merchants Association <br />had been present earlier in the meeting and informed him that the Merchants Associ- <br />ation had not been able to consider the sub3ec•c at their last meeting, and hoped <br />
