<br />The regularly scheduled meeting of the Planning Commission was called to order at
<br />8:00 P. M. on Thursday, August 16~ 1962, by Chairman Pro Tempore Frank Lozano.

<br />City Attorney Struthers served as Acting Secretary in the absence of Secretary Falea
<br />who was on vacation.
<br />On motion of Commissioner Antonini, seconded by Commissioner Wipfii, the minutes of
<br />the meeting of August 2 ware approved as presented and unanimously adopted.
<br />Chairman Lozano opened the public hearing on the application of Mr. R.B. Pahlmeyer,
<br />1215 Financial Center Building, Oakland, under Article 22, Ord. No. 309, to rezone
<br />the property located at the northeast corner of First and Angela Streets (Lots 4,
<br />5 and 6; Block F; Record Map Book 5, page 35), 400 and 412 First Street, from an
<br />R-2 (One and Two Family Residential) District, to a C-T (Thoroughfare Commercial)
<br />District. Attorney Ned Robinson, representing Mr. Pahlmeyer, was present in the
<br />audience and reviewed an easlier application by Mx. Pahlmeyer which was denied by
<br />a split vote in the Planning Commission and also in the City Council. He stated
<br />that the area, because of the heavy volume of traffic, does sot attract new R-2
<br />development, and that a survey was made which showed that a service station on
<br />Pirat Street ~eould draw lees than 2~ of business from Maia Street. Upon inquiry by
<br />Commissioner Rega regarding removal of homes existing on the three lots, Ms.
<br />Robinson said plane are to remove them, construct a solid fence toward the back of
<br />the station, and install low directional lights so as not to bother residents on
<br />Second Street. Mr. Joseph Swift, 4584 First Street, asked queatioris.',Paul-Loretz,
<br />276 Spring Street, stated that there is a need fora service station 1n the area.
<br />Ms. Joaquin Perry, 213 Spring Street, elated he believes First Street is commercial
<br />property and has more traffic than Main Street, and a service station encourages
<br />people to atop and thereby become aware of some of the attractions of Pleasanton.
<br />Mr. Norman Wornow, Pleasanton Realtor, suggested consideration by the Planning Com-
<br />mission of rezoning all of First Street rather than spot zoning. There being no
<br />further comments from the audience, Chairman Lozano closed the public hearing. It
<br />was moved by Commissioner Antonini, seconded by Commissioner Rega, and carried,
<br />that, because of the absence of a staff report, the matter should not be decided
<br />at this time but be continued to the meeting of September 6, 1962.
<br />Chairman Lozano then opened the public hearing on the application of Mr. Dan
<br />Cannietraci, 27553 Calaroga Avenue, Hayward, fora Variance of four feet from
<br />Section 17.302, and a Variance from Section 8.500 (1) of Ord. No. 309, in order
<br />to provide a sixteen-foot access drive, one eight-foot aideyard and a combined
<br />aideyard of twenty-four feet, for the construction of multiple dwelling unite on
<br />Rose Avenue, between Pleasanton Avenue and Fair Street, in an RG-15 (Residential
<br />Garden Apartment - 1500 square foot minimum) District. Mr. Cannistraci was present
<br />in the audience sad presented h1a plot plan requesting a 4-foot variance from a
<br />20-foot to a 16-foot drive, Ne also asked that the request for a variance on one
<br />8-foot aideyard and combined aideyard of 24 feet (a variance of one foot) be with-
<br />drawn due to a drafting error in which the 8-foot setback was shown instead of the
<br />true 10-foot setback. The City's Junior Civil Engineer, Frank Addiego, confirmed
<br />the drafting error as to setback. Mr. Addiego stated the area allows 14.6 units,
