Secretary Fales then introduced the matter of site plan and architectural approval <br />for the 10 multiple dwelling units for which Messrs. Auf der Maur and Rickenbach <br />have also made application. After discussion by the Commission, it was moved by <br />Commissioner Lozano, seconded by Commissioner Antonini, and carried, that a zoning <br />permit be granted for site plan and architectural approval for 10 multiple dwelling <br />unite at 568 St. John Street. <br />The next item on the agenda was a discussion with Stover & Bullard, Inc., re proposed <br />construction of multiple dwelling units on the north aide of Vineyard Avenue opposite <br />Christina Cpurt. Pseaent representing Stover & Bullard were Mr. Don Stover and Mr. <br />Dennis Jarnagin. Secretary Fales stated there are three considerations: (1) The <br />specific question which needs to be answered at this point relates to the General <br />Plan. Another street has been anticipated to run east from First Street somewhere <br />between Vineyard Ave. and the Arroyo del Valle. As far as Stover & Bullard are <br />concerned, the right-of-way will have to be assured to determine placing the apart- <br />ment building. This area was rezoned about 1§ years ago to RG-25. The present <br />thinking of the staff is that the new street should intersect First Street. (2) With <br />respect to utilities: the present 6-inch sewer line is inadequate. There is a 12-in, <br />water line which is adequate. Stover & Bullard are now thinking, if they build <br />apartments on their lot, to pump sewage from the apartment house to the 6-inch sewer <br />line. There should be a new sewer line from First Street, Located in the new street <br />right-of-way. (3) Expansion of the Arroyo del Valle as a major drainage channel in <br />the Valley. If the channel is widened, it may change the area considerably. There <br />is assurance of construction of the Del Valle Dam in Livermore which will regulate <br />flow in the Arroyo del Valle in this region. Mr, Fales consulted with Mr. Richard <br />Rarn of Zone 7, but could not receive a definite answer--probably they cannot commit <br />themselves 5 or 10 years hence. <br />Vice-Chairman Landon suggested if the City has a concrete plan which can be referred <br />to Zone 7 engineers, they can provide a definite answer. We are really talking about <br />an engineering problem, and the Planning Commission should not be making a commit- <br />ment at this time. Aa engineering study should be made. Mr. Ted Fairfield stated <br />that if the channel is large enough, usually it is merely straightened and lined with <br />concrete. Even if there is no change in the existing channel, it will change poasibl: <br />10-20 feet by straightening and lining. The City should have a precise plan of the <br />whole length of the street which should be filed and recorded. <br />Mr. Fales stated the right-of-way must be established, and no building permits issued <br />in that right-of-way. Mr. Fairfield said that probably 90-120 days would be neces- <br />sary to determine where the street should be. Division of cost of the thoroughfare <br />is a major concern. The traveled right-of-way would be 84 feet. Sewer and water <br />facilities should be established outward from First Street. Vice-Chairman Landon <br />said the Planning Comnmission cannot make a decision until a precise engineering plan <br />is completed. He suggested a recommendation to the City Council to instruct the <br />staff to undertake engineering plane. A motion was made by Vice-Chairman Landon, <br />seconded by Commissioner Rega, and carried, to request the City Council to assign <br />the task of making a precise engineering plan for the major City thoroughfare,as <br />shown on the General Plan, extending easterly from First Street to be developed by <br />the staff and a report made to both the Planning Commission and Council as soon as <br />possible. In order for the Planning Commission to consider development of this plan <br />the Commission would have to reflect against a precise plan. <br />Under Communications, Secretary Fales presented a referral from the Alameda County <br />Planning Department of a request by Mr. Donald B. Jackson to establish as a legal <br />building site a one-acre lot without frontage on a public or private street, adjacent <br />to Sycamore Avenue, to permit construction of a family fallout shelter prior to <br />building of a dwelling. The public hearing is scheduled for September 26. It was <br />agreed by the Commission that action be deferred until the meeting of September 20, <br />as thwre will still be time to make the views of the Commission known to the County <br />Planning Commission. As there were some questions in Che minds of the Commissioners, <br />Secretary Falea was asked to clarify the staff report by contacting the County Plan- <br />ning Commission before the September 20 meeting. <br />Under Matters for the Information of the Commission, Secretary Fales mentioned the <br />League of California Cities Conference, to be held in Los Angeles October 21-24, and <br />stated if any members of the Planning Commission wish to attend to give their names <br />to hicn, <br />Commissioner Rega stated he felt there is need for a summary of the present status <br />of a 11 matters now under consideration by the Commission.
