City Attorney to determine whether a six-foot or a 30-inch fence is indicated. <br />Therefore, it was decided to hold the matter over to the meeting of November 1 <br />for opinion from the City Attorney. <br />The next item on the agenda was a discussion of Preliminary Subdivision Proposal, <br />Lassen Tract, Annex No. 22; Blair-Westfall Associates. Secretary Falea read a <br />letter from Mr, Rod Westfall, Blair-Westfall Associates, San Josa, requesting <br />a discussion of the Lassen Tract be put on the agenda for the meeting of <br />October 18. Mr, Rod Westfall ass present in the audience and explained the pro- <br />posed development to the Commission. The area under consideration is 166 scree <br />located on the east side of the Pleasanton-Sunol Road, immediately south of <br />Minnie Street, for which planned unit development is proposed. Mr. Westfall <br />stated it ie the intent of the developer to quarry off the higher contours of <br />the area and use the material foi fill. Six acres are allotted for a civic center <br />site which would be dedicated to the City, The late vary 1n size and include <br />sizes of 1/2 acre, 8,000 eq. ft, and 6,500 aq. ft. Also one area is planned in <br />RG-15 and RG-25 zones. Nineteen and six-tenths acres are proposed for commercial <br />use, and five acres for administrative and professional use. A map and boundary <br />deacriptioa for annexation purposes has been submitted to the City Council and <br />` to the Alameda County Boundary Commission, Mr. Westfall was queried on time <br />schedule for development by Vice-Chairman Landon, and replied that h1s clients <br />desire to begin development as soon ae annexation to the City can be effectuated <br />and zoning obtained. Secretary Fales mentioned the following points to be con- <br />sidered in terms of zoning: (1) Size of the commercial area in terms of the <br />General Plan; (2) Proposed civic center site in terms of the existing General <br />Plan; (3) Proximity of this area to the Sewage Treatment Plant for FHA considera- <br />tion. Mr. Westfall stated FHA has not been contacted since the improvement of <br />the Sewage Treatment Plant. Mr. Falea said some industrial park land usage-- <br />office~, sales-oriented activities--will be directly across the street from this <br />proposed developa~nt, and that perhaps the developer could consider similar land <br />uses. Vice-Chairman Landon expressed concern regarding the size of the shopping <br />center and the location of the civic center. Mx. Falea inquired as to what would <br />happen to the area allocated fora civic center if the City did not wish to use <br />it ae such. Mr, Westfall replied they would then propose another land use for <br />this area. Mr. Fales mentioned the't a.'nefg'hbothoo~'~elibpping ~ct~er^ <br />of some 6 to 9 acres would conform to the General Plan. Mr. Fates summarized <br />the views expressed by the Commission by stating that the Commission would await <br />the developer's receipt of a feasibility report from the FHA in terms of zoning <br />which would assist in resolving questions of land use on the property. The <br />Planning Commission will schedule a study session at such time ae Slair-Westfall <br />Associates have made corrections in terms of the final draft of the Subdivision <br />Ordinance and after the FHA report is received. <br />The next item on the agenda was the final review by the Commission of the pro- <br />posed subdivision ordinance. It was decided to consider this matter in a study <br />session immediately following the adjour~ent of the meeting. <br />Under communications, Secretary Fales read a referral from Nir. Alan F, Grant, <br />Zoning Administrator of Alameda County Planning Department, with regard to an <br />application from C,A. Harris, 527 Happy Valley Road, for zoning approval ae a <br />legal building site for two homes a parcel of land in an A-2 District reduced <br />in area and reduced in average width--hearing date Iovember 14, 1962. Mr. Fales <br />stated that requests of this type are becoming more numerous. This area ie <br />gradually increasing in density from rural to urban, We are receiving requests <br />for variations fmm County standards and these may be trebled or quadrupled as <br />variations from City standazds. Vice-Chairman Landon stated the Commission can- <br />not look at this property independent of surrounding property, and suggested <br />s ending to the County Planning Commission some of our requirements. He also <br />said the Pleasanton Planning Commission ought to learn more about this request, <br />and Mr. Fales was asked to obtain all the information possible and bring it back <br />to the Commission for further consideration so that recomuicndations may be sent <br />to the County Planning Department before the public hearing date of November 14, <br />1962, <br />
