MINUTE S <br />of <br />THE PIEETIATG <br />of <br />THE PLANNING COIyfl~ffSSION <br />Pleasanton, California <br />November 1, 1962 <br />The regularly scheduled meeting of the Planning Gomsd.asion was called to order at <br />8:00 P.M. on Thursday, November 1, 1962, by Vice-Chairman Philip Laadon, <br />ROLL CALL showed the following: <br />Present: Vice-Chairman Landon <br />Commissioners Rega <br />Wipfli <br />Secretary Fales <br />Ex-Officio Dana <br />Absent: Commissioners Antonini <br />Lozano <br />Ex-Officio Hohn <br />Kamp <br />On motion of Commissioner Wipfli, seconded by Commissioner Rega, the minutes of the <br />meeting of October 18 were approved as corrected with deletion of the measurement <br />of the Milk Depot s1gn, <br />Vice-Chairmen Landon then opened the public hearing on an Ordinance of the City of <br />Pleasanton, Adopting Regulations for the Development of Land as Subdivisions, Pro- <br />viding Procedures and Penalties for the Violation Thereot, and Repealing All Other <br />Ordinances in Conflict. He explained this Ordinance is based on an original rough <br />draft by Pacific Planning & Research, which has bean studied and re-drafted over a <br />period of some three years. Secretary Falea called attention to the latest changes, <br />i.e„ Planned Unit Developments, Section 7.23; and new streets, which are referred <br />to on page 2 and page L7 (Section 7.05), Mr. Fales then proceeded to review briefly <br />the entire Subdivision Ordinance, Mr. Dwight Galloway, P,G.& E., expressed ap- <br />preciation to the Planning Commission for informing P.G.& E. of the various stages <br />in the preparation of the Ordinance, and requested permission to return and discuss <br />the Ordinance further after having studied it more thoroughly. It was moved by <br />Vice-Chairman Landon, seconded by Commissioner Wipfli, and carried by all Commie- <br />aioners present, that the public hearing on this Ordinance be continued to the meet- <br />ing of November 15. <br />Vice-Chairman Landon then reopened discussion, continued from the meeting of <br />October l8, 1962, on the request of Mr, Jay D, Lambert, 2357 Strobridge Ave., Castro <br />Valley, for a zoning permit with site plan and architectural approval in order to <br />construct a two-scary, six-unit multiple dwelling at the northwest corner of Harrison <br />and Angela Streets. City Attorney Struthers was called upon for an opinion regard- <br />ing the front, roar and aide yard designations for purposes of determining fence <br />height, and stated if the property fronted on two streets, bath streets are con- <br />sidered front yard, and the fence within setback line from each street would be <br />2} ft. Mr, Lambert was present in the audience and inquired regarding making ap- <br />plication to the Planning Commission for a Variance in order to construct a six-foot <br />fence on the side of the lot fronting on the railroad. He w:s informed this would <br />require a public hearing by the Planning Comnisaicn, Commissioner Regs expressed <br />concern regarding the turaeround area from the park9.ng spaces. Discussion followed <br />regarding clarification of the rear lot line of Mx. LamLert'a property. It was de- <br />cided by the Commission that Mr. Lambert should make modification in his plane in <br />osder to allow adequate apace to the rear of each parking spare so that each auto- <br />mobile will be able to enter the street without backing. Vice-Chairman Landon asked <br />that this matter be continued to the meeting of November 15, and requested Mr, <br />Lambert to present to the Commission at that time several alternatives as to turn- <br />around. <br />Secretary Falea then introduced the following matter which was submitted too late to <br />be placed on the agenda: On July 26, 1962, the Planning Commission adopted Re~olu- <br />tion No. 182 granting a Zoning Permit with Site Plan and Architectural Approval <br />
