The Commission recommended to the City Council, and the Council approved expenditure <br />of funds for an engineering study on this particular problem, which has been accom- <br />plished by Mr, Ted Fairfield of MacKay & Sompa, and on which he has prepared a <br />report, Mr. Fales stated further that there-.ass 4 nnjar factors the~ataff con-3ders <br />to be important: (1) What would be the immediate effect of any new street proposal <br />on Stover & Bollard's proposed development? (2) What would be the effect of a new <br />street on the future traffic pattern of the City2 (3) What would be the cost of <br />street development in this area? (4) What would be the cost of property acqui~i- <br />tion? Mr, Fales continued by saying that when the area was rezoned to P.G-25 in <br />1960, it wga indicated ae "Planned Unit Development", The meeting was then turned <br />over to Mr. Fairfield who pfefaced his report by,remarking that the purpose of a <br />major thoroughfare is to direct through traffic flow. He stated he investigated <br />the original General Plan route (north of Vineyard Avenue to Ray Street, to <br />St, John Street and connecting with Hopyard Road), and after further study proposes <br />an alternate route (extend Vineyard Aveaue westward, across the Arroyo del Valle <br />to the north at a point east of the present Ctty limits, tieing into Stanley <br />Boulevard, thence across Santa Rita P.oad westerly to Hopyard Road), He said the <br />coat of the two routes would be approximately equal, The original General Plan <br />route would involve demolition of buildings, whereas the alternate proposal <br />(referred to as Alternate ~~1 P.oute) would involve bridging the Arroyo del Valle <br />and eventually constructing an over or underpass at the [Jestern Pacific tracks. <br />At the conclusion of Mr, Fairfield's detailed report, a motion was made by Chair- <br />man Landon, seconded by Commissioner Rega to adopt the following resolution, which <br />was carried unanimously: <br />P.ESOLUTION N0. 195 <br />RBSOLVED: <br />The Planning Commission does hereby recommend to the City Council <br />that a major thoroughfare carrying east-west traffic through the <br />City of Pleasanton be adopted as follows: <br />1, Extend Vineyard Avenue westerly from the eastern portion <br />of P.ieman Tract, thence northwesterly across the Arroyo <br />del Valle to Stanley Boulevard, thence along Stanley <br />Boulevard westerly across Santa Rita Road and the Western <br />Pacific right-of-way, thence westerly on Che north side <br />of the Arroyo del Valle to an intersection with Hopyard <br />Road, <br />2. Said proposed route is presented by Mr, Ted Fairfield, <br />Interim City Engineer, as a solution to the thoroughfare <br />problem and for development of land northerly of Vineyard <br />Avenue, <br />3, The Planning Commission recommends that the City Council <br />undertake to modify the Master Plan accordingly. <br />There being no further business to come before the Commission, it was moved by <br />Commissioner Lozano, seconded by Commissioner Rega, that the meeting be adjourned <br />to meet again at 8:00 P,M., Thursday, December 20, 1962. <br />
