<br />The next item on the agenda was a referral from the City Council regarding proposed
<br />land use for proposed Annex No, 23, Santa Fite Road. Mr. Falea stated, bq way of
<br />review, that this matter refers to 38 scree north of the current City limits, an
<br />annexation request for which was made to the City Council. It is the intent of the
<br />owner to develop this parcel of property se a mobile home park. In previous action,
<br />the Commission said it is legitimate to annex this property to the City, but with-
<br />held judgment as to land use. Mr. Chris Beratlis, Fealtor, presented Mr, David
<br />Honiger who has developed a tentative design for a mobile home park for Mr. A. Glenn
<br />Overpack, the prospective owner. Mr. Honiger stated the plans moat meet State re-
<br />quire®eata. He proposed a site plan which included a swimming pool and other ameni-
<br />ties, buC with no commerciAl facilities. Space for 201 trailers has been plotted
<br />out at this time, with apace eventually for 350 trailers, Planned street widths
<br />are 30 feet, with the exception of a 40-foot center street. IInderground utilities
<br />are contemplated, It has been the experience of the designer that, in this type of
<br />trailer park, when an occupant moves the trailer remains and 39 sold to the nest
<br />occupant. Mr, Honiger invited the Commission to inspect the Mobile Country Club
<br />near San Jose, Upon inquiry, Mr. Falea explained that the City Council, prior Co
<br />entering into an annexation agreement, refers the matter of zoning to the Planning
<br />Commission for its opinion regarding the type of land use to be allocated to the
<br />property, This ie an informal consideration--the property is not yet inside the
<br />City, On the basis of the Commission's recommendations as to land use, the Council
<br />will enter into an arnexatioa agreement. providing, as one of its aspects, interim
<br />land use (180 days) after annexation ie effective; then the Commission oan make a
<br />formal amendment to the Zoning Ordinance, After annexation, it is incumbent upon
<br />the Commlesioa to hold publio hearings, and the City Council then holds public
<br />hearings also, There ie, however, a moral commitment in terms of the property in-
<br />volved regarding the land use assigned in the annexation agreement, Mx. Fales
<br />stated further that the more paramount considerations are within the area of the
<br />General Plan. Land use is listed in the very bRUadeet terms, There is also the
<br />question of consideration of the atreet now stubbed off on the playground aide of
<br />the Jensen Tract. Chairman Landon suggested a study session be held on the matter
<br />since the subject property is near a school and a residential area. Mr. Fales said
<br />the area will have to be rezoned RG or C-T if a trailer court is developed. Chair
<br />man Landon stated the Commission would like to have the benefit of a staff report
<br />and then have a atudq session on the matter. It was moved by Chairman Landon,
<br />seconded by Commissioner Rega, and carried by those Commissioners present, that a
<br />study session be held on Thursday, January 17, at 7:00 P,M,, and that a public
<br />hearing be set for the regularly scheduled meeting of January 17, at 8:00 P.M.
<br />Secretary Fales read a communication from Mrs. Claudine B. Balaban, 4142 Graham St „
<br />Pleasanton, who wishes to apply for a home occupation permit in order to give con-
<br />versational Spanish lessons to schooi+age', etudonlts 1n her home. Mrs. Balaban was
<br />present in the audience and said there will be a maximum of fifteen students at one
<br />time in ttao sessions. City Attorney Struthers was asked for a legal opinion on the
<br />matter, and stated that according to Section 17.605 of the Zoning Ordinance, a
<br />"school with organized classes" is etcluded, Therefore, it will be necessary for
<br />Mra. Balaban to make application for a Variance,. which requires a public hearing,
<br />The public hearing will be scheduled for the meeting of January 17.
<br />There being no further business to come before the Commission, upon motion of Cosy
<br />misaioner Lozano, seconded by Chairman Landon, the meeting was adjourned at 9:15 P.M,
