<br />The regularly scheduled meeting of the Planning Commission was called to order at
<br />8:00 P.M. on Thursday, February 7, 1963, by Chairman Philip Landon,
<br />BOLL CALL showed the following:

<br />Oa motion of Commissioner Antonini, seconded by Commissioner Lozano, the minutes of
<br />the meeting of January 17 were unanimously approved as presented.
<br />Chairman Landon then proceeded to the application of Mr. A. Hilliker, 439A Foothill
<br />Road, Pleasanton, for a Zoning Permit with Sita Play and Architectural Approval, is
<br />order to construct an office building complex on a parcel of property located on
<br />the west aide of First Street between Spring and Neal Streets, in a C-G (General
<br />Commercial) District. (This matter has been continued from July 19, 1962, at the
<br />request of the applicant.) Mr. Hilliker was in the audience and presented his plena
<br />for the office building complex. Mr. Falea was called upon for the staff report,
<br />and said the lot size and front yard setback were adequate; however, the required
<br />rear yard setback requirement is ten feet, whereas the proposed building shows a
<br />setback of only two feet, which would require a Variance of eight feet, Eight park-
<br />ing spaces era needed fox 1,620 sq. ft, of buildings. Including future buildings,
<br />21 parking spaces are required, and the plans show 22 parking spaces; however, none
<br />measure the minimum of 180 aq. ft„ and the space left for backing is not adequate,
<br />City Attorney Struthers wen called upon Co clarify the procedure for application
<br />fora Variance, which requires a public hearing. Chairman Landon stated that as
<br />the site plan stands at this time, it is impossible for the Planning Commission to
<br />act upon it without application fora Variance and the scheduling of a public hear-
<br />ing.
<br />The next item on the agenda was the application of R,S, Smith, March Engineering Co.,
<br />Box 223, San Lorenzo, for a Zoning Permit with Site Plaa and Architectural Approval,
<br />in order to construct as addition to an existing building located at 443 Main Street,
<br />in a C-C (Commuaitq Commercial) District. No one wsa present representing the ap-
<br />pllcam. Mr. Falea gave the staff report and stated this is s proposed $7,500 ad-
<br />dition to the building in which "The Starting Gate" ie located. No off-street parks
<br />iag ie suggested because the mayor portion of the building was constructed before
<br />the Zoning Ordinance was adopted, and the City Council is attempting to cooperate
<br />in these situations. City Attorney Struthers Bald the law atatae reasonable condl•
<br />tions may be imposed upon the leaueace of Building and Zoning Permits. With regard
<br />to the Uniform Building Code, if more than a certain percentage of the building le
<br />remodeled, it must be brought up to Code level and then, also, a reevaluation of the
<br />parking situation becomes necessary, Cbairman Landon asked Mr. Struthers to look
<br />into the situation and present a report at the meeting of February 21. Chairman
<br />Landon also stated that dun to the absence of the applicant and since no one was
<br />present to object to a continuance, the matter be continued to the meeting of
<br />February 21, 1963, at which time the City Attorney's report would ba presented to
<br />the Commission,
<br />The next item on the agenda was a presentation by Mr. Ted Fairfield, of MacKay &
<br />Sompe, Engineers, of the pmposad zoning designations for the area of Annexation
<br />No. 22, Pleasantou-Sunol Annex "B" (Lassen Ranch), on behalf of the owner, Mr.
<br />William Jacobsen, who was present is the audience. Mr. Fairfield illustrated his
