Chairman Landon stated that in his opinion people should not be pemlitad, <br />but this ie a difficult eituatioa. He also said that before the parking agreement <br />ie adopted, the Planning Commission should make a policy statement as to what cou- <br />atitutea a major improvement in terms of the percentage of existing building based <br />on usable floor space which will be used ae a measure for the required agreement. <br />City Attorney Struthers was asked to make recommendations to the Commission eo that <br />the Commission might make a clear declaration of policy in this regard. <br />Secretary False read a communication from Mr. Aobert L. Williams, Alameda County <br />Planning Director, dated April 16, 1963, regarding a proposal of the County Survey- <br />or to extend Valley Ave. to Foothill Road with a fraeaay interchange approximately <br />1.5 miles north of Bernal Avenue. He enclosed a map which indicated the County <br />Surveyor's proposal and as altermte route under study by the County Planning De- <br />partment which would realign Hopyard Road to intersect the freeway at approximately <br />the Sara location. Mr. False stated the aeaff has conferred in this regard with <br />County Surveyor James Vivrette. He explained there would be 3} to 4 miles of <br />freeway between the Bernal Ave. interchange and Highway SO without the proposed <br />Valley Avenue interchange. Mr. False presented the report of City Engineer <br />Campbell in which he cited the advantages of the County Surveyor's proposed route <br />ae being a direct extemioa of Palley Ave. The dieadvantagea ha listed ass (1) A <br />skewed intersection of Hopyard Road and Valley Ave; (2) Poor crossing of Pleasanton <br />Carol and a totally new crossing; and (3) Widening of the ealsting bridge. The <br />advantage of the County Planning Department route ie that it uses the existing <br />crossing of the Pleasanton Canal, although it moat be widened; and provides better <br />intersections. The disadvantages are: (1) Neither Valley Ave, nor Hopyard Road <br />would ba through streets; and (2) Two interaectiom instead of one would be a <br />problem. The State prefers interchaagea to be between 1~ and 2 miles apart. Of <br />the two eltermtes, the City Engineer recommends the County Surveyor'e proposal, <br />and if there are any further recommendations possible, the ataf£ would suggest <br />further modification. It was moved by Chairman Landon, seconded by Commissioner <br />Antonini, end tarried, that the staff be instructed to inform the County Planning <br />Commission that,of the two alternates proposed, the Pleasanton Planning Commission <br />endorses the County Surveyor's proposed route, and to inquire if the State and <br />County might consider another aaq of having a Tee intersection (Valley Avenue <br />extended to the south of Hopyard Road). <br />Messrs. Ted Fairfield and William Jacobson were in the audience and asked to have <br />a study session scheduled for Thursday, April 25, 1963, at 8:00 P.M., for con- <br />aideration of the street pattern for Tract 2473 (Lassen Tract), and to have a fuli <br />report at the meeting of Maq 2. <br />Commissioner Raga inquired regarding the present statue of the flashing sign at <br />Goe's Uaed Car Lot. Mr. False said he has been in touch with Mr. Goe'e attorney. <br />Chairman Landon expressed the hope that the situation may be remedied, otherwise <br />it will become necessary for the Planning Commission to enforce the coaditione of <br />the Zoning Permit granted to Mr. Goe. <br />There being no further business to come before Che Commission, upon motion by <br />Commissioner Loaano, seconded by Commissioner Antonini, and carried, the meeting <br />was adjourned at 9:10 P.M. to a study session to be held Thursday, April 25, 1963, <br />at 8:00 P.M. <br />
