MINUTE S <br />of <br />THE MEETING <br />of <br />THE PLANNING COMMCSSIOId <br />Pleasanton, California <br />July 24, 1963 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P,M,, on Vledneaday, July 24, 1963, by Chairman Philip Landon. <br />ROLL CALL showed the following; <br />Present; Commissioners Antonini <br />Lozano <br />Wipfli <br />Chairman Landon <br />Secretary Fales <br />It will be noted that Commissioner Rega arrived at 8:12 P.M, <br />On motion of Commieaioner Antonini, seconded by Commissioner Wipfli, the minutes of <br />the meeting of July 10 were unanimously approved as presented by those Comffiaeionera <br />present. <br />Chairman Landon opened the public hearing on the application of A.V. and W,S, Bottisd, <br />4224 Stanley Blvd„ for a Conditional Uae Permit, under Section 16.200 (2),-Ord. No, <br />309, in order to construct an addition to an existing non-conforming single-family <br />residence, located at the above address, in a C-T District, Mr. Falea gave the <br />staff report and stated the subject property is in a newly annexed area of the City <br />on Stanley Boulevard, and the existing building appears to be in good condition, A <br />garage is also proposed to be constructed. The applicants have presented sketches <br />of two alternate locations for the garage. Alternative No. 1 requires a Variance, <br />If Alternative No, 2 is approved no Variance is required. There is no curb, gutter <br />or sidewalk on Stanley Boulevard at this time. It is the opinion of the staff that <br />the south side of Stanley Boulevard will change from R-1 to C-T at some time in the <br />future, If it is required that sidewalk, curb and gutter be installed, the precise <br />location will have to be determined in the future. Since the building is in good <br />condition and since this is a minor modification, the staff recommends a Conditional <br />Uae Permit on the lot of 8,456,52 square feet be granted with the following condi- <br />tions: (1) Owner be required to tie into the sewer line in Stanley Boulevard when <br />it is constructed under m;tual benefit district agreement, (2) No requirements be <br />imposed specifically for street improvements at this time, However, the Commission <br />perhaps would like to establish a time limit for installation of sidewalk, curb and <br />gutter on this property; as an alternate, the Commission might require a contract. <br />(3) Applicant shall comply with all applicable building codes and ordinances of the <br />City to the satisfaction of the City Engineer. Upon inquiry by Chairman Landon, <br />City Engineer Campbell explained suggested conditions of a contract: (1) 50% of <br />property has sidewalks; (2) Frontages on either aide; (3) Conditioned upon some work <br />that the City might do (~•riden Stanley Boulevard); (4) Uae of the property (sidewalks <br />be installed immediately upon change of land use--from R-1 to ca~ercial--recosmend <br />three year period, and if at the end of that time there is no change in land use it <br />should be possible for the applicant to get an extension of the time limit). After <br />discussion by the Commission, upon motion of Commissioner Antonini, seconded by Com- <br />ffieaioner Wipfli, the following resolution was unanimously adopted: <br />RESOLUTION bTO. 234 <br />WHEREAS, the application of A,V, and W,S. Bottini, 4224 Stanley Boulevard, <br />fora Conditional Uae Permit, under Section 16.200(2), Ord, No, 309, <br />in order to construct an addition to an existing non-conforming single-family <br />residence, located at the above address, in a C-T District, has come before <br />this Comffisaion; <br />NOW, THEREFORE, BE IT RE30LVED AS FOLLOWS; <br />1. The Conditional Use Permit is hereby granted subject to the fol- <br />lowing conditions: <br />
