M I N U T E S <br />of <br />THE MEETING <br />of <br />THL PLANNING COMNIISSION <br />Pleasanton, California <br />October 23, 1963 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P,M. on Wednesday, October 23, 1963, by Chairman Philip Landon. <br />ROLL CALL showed the following: <br />Present: Commissioners Antonini <br />Lozano <br />Chairman Landon <br />Absent: Comul.saionera P.ega <br />Wipfli <br />Secretary Falea <br />City Engineer Campbell acted as Secretary Pro Tempore. <br />On motion of Commissioner Lozano, seconded by Commissioner Antonini, the minutes bf <br />the meeting of October 9, 1963, were approved as presented by unanimous vote of <br />those Commieaioners present. <br />Chairman Landon opened the public hearing on the application of Mr. Ted Kuhlkin, <br />20928 Redwood Road, Castro Valley, fora Variance from Section 17.404, Ord. No. 304; <br />to allow a reduced site area, increased unit density, reduced recreational space <br />and reduced setbacks, as a matter for reconsideration in connection with the ex- <br />pansion of an existing trailer park at 777, 779 and 785 Roae Avenue, in an RG-15 <br />District. Mr. Ruhlkin was present in the audience and stated that the Planning <br />Commission, on August 28, 1963, granted him a Variance for 22 trailer epacea with <br />reduced sideyard area, reduced setbacks and reduced recreational area. However, <br />he has been unable to secure a loan on this basis and is reapplying at thle time <br />fora Variance in order to install 25 trailer spaces, on the advice of the City <br />Attorney. Mr. Kuhlkin said he also wishes to install underground wiring, demolish <br />an existing building and replace with trailer spaces, and generally improve the <br />property. Commissioner Antonini pointed out that the maximum number of trailer <br />spaces allowable on the subject property ie 19, whereas the Planning Commission <br />granted Mr. Kuhlkin a Variance for 22 spaces (per Resolution No. 238, on August 28, <br />1963). Comments in favor of Mx. Kuhlkin's proposal were made from the audience by <br />Mr. and Mra. King and Mr. Dan Canniatraci, owners of properties adjacent to Mr. <br />Kuhlkin's trailer park. Mr. Kuhlkin stated he wishes to purchase a piece of adjoin- <br />ing property and establish five trailer epacea and ten parking epacea thereon. <br />There being no further comments from the audience, Chairman Landon declared the <br />public hearing closed, Mr. Campbell, in giving the staff report, clarified the <br />fact that Mr. Kuhlkin now has 18 spaces and proposes to establish five epacea on <br />the property he wishes to purchase, plus two spaces where the existing house ie <br />situated. The City Attorney advised Mr. Kuhlkin to apply for reconsideration of <br />the entire Variance, including those items already granted. Mr. Campbell stated <br />the staff report remains the same as given in consideration of the original Variance <br />(recorded in Planning Commission minutes of August 14, 1963). After considerable <br />dlacusaion by the Commission, Chairman Landon asked Mr. Kuhlkin'e permission to <br />continue this matter to the meeting of November 13, 1963, and scheduled a study <br />session for November 6, 1963, at 8:00 P.M. Mr. Kuhlkin was requested to submit a <br />revised Bite plan for the study session. <br />The next item on the agenda was the application of Mr. Dan Cannietraci, 3460 Village <br />Drive, Castro Valley, for a Variance from Section 16.602, Ord. No. 309, in order <br />to locate an accessory building within five feet of the property line, in connection <br />with construction of a 15-unit multiple dwelling, Located at 755 Rose Avenue, in <br />an RG-15 District. Mr. Cannistraci and hie contractor, Mr. Otteaon, were present <br />in the audience, and Mr. Otteaon explained that the application is for a metal <br />building with an aluminum corrugated roof, open on all aides, to cover the parking <br />epacea. Mr. King, a neighbor, spoke in favor of the application. There being no <br />further comments from the audience, Chairman Landon declared the public hearing <br />closed, Mr. Campbell, in giving the staff report, said the Zoning Ordinance re- <br />quires 180 eq, ft. fox each parking apace and a 20-foot driveway, and there is more <br />
