<br />The regularly scheduled meeting of the Planning Commission was called to order at
<br />8:00 P.M. on Wednesday, November 27, 1963, by Chairman Philip Landon.
<br />ROLL CALL showed the following:

<br />On motion of Commaisaioner Lozano, seconded by Commissioner Wipfli, the minutes of
<br />the meeting of November 13, 1963, were approved as presented by unanimous vote of
<br />those Commissioners present.
<br />Chairman Landon opened the public hearing on the application of Mr. Ted Kuhlkin,
<br />20928 Redwood Road, Castro Valley, fora Variance from Section 17.404, Ord. No. 309,
<br />to allow a reduced site area, increased unit density, reduced recreational space
<br />and reduced setbacks, as a matter for reconaiderati.on, in connection with the ex-
<br />pansion of an existing trailer park at 777, 779 an3 785 Roae Avenue, in an RG-15
<br />District, which was continued from November 13, 1963. There being no comments from
<br />the audience, it was moved by Commissioner Rega, seconded by Commissioner Wipfli,
<br />and carried, that the public hearing be closed, Mr, Fales, in giving the staff
<br />report, stated this matter has been continued twice, and the staff has not had con-
<br />tact with Mr, Kuhlkin during this period. The statue ie the same as it was on
<br />October 23, 1963. The previqua Variance granted to Mr. Kuhlkin on August 28, 1963,
<br />allowed a maximum of 22 trailer spaces, The City Attorney stated the only way in
<br />which the matter of increasing the number of trailer spaces might be reopened would
<br />be through a complete reapplication for the entire Variance. The staff recommends
<br />the application be denied in its entirety. After discussion by the Commission, upon
<br />motion of Commissioner Rega, seconded by Commissioner Lozano, the following resolu-
<br />tion was unanimously adopted by those Commissioners present:

<br />reconeideratlon, in connection with the expansion of an existing
<br />trailer park at 777, 779 and 785 Roae Avenue, in an RG-15 District,
<br />hoe come before this Cormniasion;
<br />NOW, THEREFORE, SE IT RESOLVED that the above-named Variance be
<br />denied, and thereby Resolution No. 238, dated August 28,
<br />1963, be rescinded.
<br />Chairman Landon proceeded to open the public hearing on the application of Lawrence
<br />Navales, 340 Abbie Street, fora Variance from Section 16.602, Ord. No. 309, in
<br />order to allow construction of an accessory building (carport) within five feet of
<br />the aide lot line, and within ten feet of the existing residential structure, at the
<br />above location in an R-1 District. Mr. Navalea was present in the audience, There
<br />being no comment from the audience, Chairman Landon declared the public hearing
<br />closed. Mr, Falea, in giving the staff report, stated the subject property is in
<br />Harris Acres, an older section of the City, which is zoned R-1. The lot area is
<br />5600 aq,ft.; lot width is 50 ft.; front and rear yard setbacks are 20 ft. The aide
<br />yard minimum is 5 ft., whereas 1 ft, is proposed. Mr. Fales quoted from Sections
<br />16.600 and 18.100, Ordinance No. 309. There is an existing concrete slab upon which
<br />Mr, Navalea wishes to construct the subject carport, said concrete slab having been
<br />constructed prior to the adoption of the Zoning Ordinance. Other garages have been
