1 <br />The next item on the agenda was the application of Mrs. L. Glaser, 4928 Division <br />Street, fora Zoning Permit with Site Plan and Architectural Approval in order to <br />utilize an existing building for storage purposes, located to the rear of 421 Roae <br />Avenue in an RG-1S Aiatrict. Mr. Fates stated the building was moved in May, 1963, <br />to its present location without permit or inspection. On May 13, 1963, a permit <br />was obtained and an inspection was made. The building was found to be substandard <br />for residential use. Owner was notified by letter on May 14, 1963, from the City <br />Engineer that building was substandard and also that building could not be used <br />for any purpose without a Zoning Permit. The building was found occupied on <br />Pebruary 10, 1964. By letter of February 13, 1964, from the Building Inspector, <br />owner was directed to vacate building immediately, disconnect all utilities and <br />not to use the building again for any purpose unless Zoning Permit and other per- <br />mlte were obtained. The owner was further notified that unless application for <br />permits was made within 10 days the building would have to be demolished at once. <br />As of February 17, 1964, all utilities were disconnected, bathroom and kitchen <br />fixtures were disconnected and electrical fixtures removed ae was directed by the <br />Building Inspector !f owner intended to use the building for storage only. Ap- <br />plication is now being made for such use. This is a separate lot of. substandard. <br />size with no frontage on a public street and with less than the required site width. <br />The staff recommends denial on the beaie that this is not a permitted principal or <br />accessory use, there is insufficient lot area and width, and there is no access to <br />the lot from a public street. It is suggested that the owner attempt to combine <br />this with other parcels to obtain street frontage and required site area end width. <br />In that avant, approval as an accessory storage building would be more reasonable. <br />Upon motion of Commissioner Antonini, seconded by Commissioner Rega, the following <br />resolution was adopted by unanimous vote of those Commissioners present: <br />RESOLUTIOPI N0. 277 <br />WAEREAS, the application of Mrs. L. Glaser, 494E Division Street, for <br />a Zoning Permit with Site Plan and Architectural Approval in <br />order to utilize an existing building for storage purposes, located to <br />the rear of 421 Rose Avenue in an RG-15 District, has come before this <br />Ceamisaion; <br />NOW, TNBREFORE, BE IT <br />RESOLVED, that the above-named application ie hereby denied. <br />Under Matters for the Information of the Commission, Mr. Falea stated the first <br />meeting of the Citizens General Plan Study Co®ittee is scheduled for Thursday, <br />March 12, at 8:00 P.M. <br />There was discussion about the Commission's requiring landscape approval in each <br />zone where site plan and grchitectural approval ie required. Mr. Fates was re- <br />qu3ated to set a public hearing to amend articles in the Zoning Ordinance for <br />zoning districts other than R-1 and R-2 to require landscape approval ae a con- <br />dition of a Zoning Permit. <br />The staff was requested to euggaet a cbange of wording of the Zoning Ordinance <br />for required open apace in RG Districts. <br />These was discussion by the Commission with City Attorney Struthers regarding <br />amending the Zoning Ordinance in order to strengthen architectural approval. Mr. <br />StrutYeera said a certain ari~~int can be accomplished by education of applicants. <br />Chairman Landon asked Mr. Stn.:*_hers to investigate the language in the ordinances <br />of cities like Casmel and others which have strict ordinances requiring architect- <br />ural approval. <br />City Attorney Struthers reported a deposition has bean set with regard ±o the Goe <br />sign for March 13, 1964. Also, Mr. Struthers will have a conference with the <br />District Attorney on the Shaughnessy matter on February 27, 1964. <br />There being no further business to come before the Commission, upon motion of Com- <br />miealoaer Rega, seconded by Commissioner Antonini, the meeting was adjourned at <br />10:03 P.M., to meet again on Wednesday, March <br />
