THE MEETING
of
THE PLANNING COr4IISSION
Pleasanton, California
atach 25, 1964
The regularly scheduled meeting of the Planning Commission was called to order at
8:00 P.M. on Wednesday, March 25, 1964, by Chairman Philip Landon.
ROLL CALL showed the following:
Present: Commissioners Lozano
Rega
Chairman Landon
Secretary False
Absent: Commissioners Antonini
Wipfli
On motion of Commissioner Lozano, seconded by Commissioner Rega, the minutes of the
meeting of March 11, 1964, were approved ae presented by unaniawua vote of those
Commissioners present.
Chairmen Landon opened the public hearing on the application of R.A. Martin, 1091
Enderby Way, Sunnyvale, for annexation to the City of Pleasanton of a parcel con-
taining approximately 20 acres, located southeasterly of the intersection of
Pleasanton-Sunol Road and Sycamore Avenue, with a request for single-family reai-
dential zoning classification upon annexation. Mr. Ted Fairfield, of MacKay and
Sompe, requested that the audience be given the benefit of the staff report before
the public hearing, whereupon Chairman Landon asked Mr. Fales to give the staff
report. Since the matter had been referred to Livingston and Blayney, City and
Regional Planners, Mr. Fales read their report of March.20, 1964, in which they
recommended R-1 zoning, single-family residential district, with lot sizes ranging
from 6,500 to 10,000 eq.ft., ae proposed by the applicant. However, since the sub-
ject property is but a smell part of a larger area, and because land use and inter-
nal traffic circulation will be important considerations, Livingston and Blayney
recommended that subdivision plane for the property not be approved until a achem-
atic plan for future development of the entire area has been prepared and approved
by the City.. Upon resumption of the public hearing, Mr. Fairfield spoke in favor
of the proposal, stating he was in accord with the Livingston and Blayney report,
and presented a preliminary sketch of possible lot layouts. Speaking in opposition
to the proposal, and recommending one-acre minimum lots, were residents of the area:
Mr. and Mra. G.E. Dailey, Mr. and Mre. Andrew Holm, Mr. Harold Fellows, Mr. Larry
Lambert and Mr. Gene Dana who presented a letter from the Petition Committee of the
Alieal Improvement Club and a petition containing 93 signatures requesting the
present Alameda County REB-4 zoning be maintained and extended. Mr. Fales explained
that the applicant ie requesting that jurisdiction be changed from Alameda County
by annexation to the City of Pleasanton, and also that there is a distinction be-
tween urban-oriented and rural-oriented development; the City's Planning Conault-
ante indicate the area in question will be more urban-oriented. It was moved by
Commissioner Lozano, seconded by Commissioner Rega, and carried, that the public
hearing be closed. After considerable discussion by the Commission, upon motion
of Commissioner Rega, seconded by Commissioner Lozano, the following resolution was
adopted by unanimous vote of those Commissioners present:
