<br />Chairman Landon called upon City Attorney Struthers for a report regarding archi- <br />tectural control. Mr. Struthers stated that cities maintaining effective archi- <br />tectural control have obtained voluntary cooperation, i.e „ Santa Barbara. Our <br />existing 2cning Ordinance is about as far as tiie Commission should go without <br />inviting serious trouble. If we can tighten up and persuade, it should be in <br />administrative procedure after granting a zoning permit and before the applicant <br />applies for a building permit. Mr. Struthers suggested the formation of a sub- <br />committee composed of certain members of the Commission plus staff, in the nature <br />of an "Architecture and Landscape Subcommittee", which would approve or disapprove <br />applications. If this subcommittee disapproves an application, then it would come <br />back to the Commission and, finally, to the Council. This procedure would cut <br />down Planning Commission agendas and keep meetings from getting involved with <br />details. The City of Fremont has had good success with this procedure. It is <br />working with applicants rather than prescribing rules, and puts the burden on the <br />applicant because this is prior to the granting of a zoning permit. The composi- <br />tion of such a subcommittee should be in resolution form and it would not be <br />necessary to amend the Zoning Ordinance. Chairman Landon asked City Attorney <br />Struthers to obtain copies of ordinances from Fremont, Santa Barbara, etc. Mr. <br />Campbell suggested that the Commission receive the application first and then <br />refer it to the subcommittee for its recommendations. Mr. Struthers said a <br />condition of approval could be: 'bbtain approval of the Architecture and Landscape <br />Subcommittee". The City Attorney was instructed to submit a proposed procedure. <br />Mr. Campbell stated that Che Council hoe requested a study session with the Plan- <br />ning Commission, regarding Tentative Map approval procedure, for June 1, 1964. <br />There being no further business to come before the Commission, upon motion of <br />Commissioner Lozano, seconded by Commissioner Antonini, and carried, the meeting <br />was adjourned at 11:14 P.M., to sleet again on Wednesday, May 27, 1964, at 8:00 P.M. <br />
